2024

Initiation of a criminal case on overstating the cost of a state contract for the development of a medical IT system

In the Ivanovo region in September 2024, the investigating authorities opened a criminal case on the fact of negligence of officials from the regional health department. The case concerns the overstatement of the cost of the state contract for the development of the medical information system.

According to the prosecutor's office of the Ivanovo region, during the audit of the implementation of the legislation on the contract system, significant violations were revealed when organizing purchases for the provision of information technology support services for the regional medical information system.

The investigation established that officials of the health department, when justifying the initial maximum contract price, used commercial offers from organizations with signs of affiliation. These proposals did not contain a detailed calculation of the proposed price and were more than doubled.

The prosecutor's office notes that the unlawful actions of officials led to damage to the budget system in the amount of over ₽1,7 million. In addition, government contracts have not yet been executed, despite the expiration of the established deadlines.

The criminal case was initiated under Part 1 of Article 293 of the Criminal Code of Russia "Negligence." This article provides for liability for failure or improper performance by an official of his duties due to unfair or negligent treatment of the service or duties in office, if this caused major damage.

The investigation of this criminal case is under special control in the prosecutor's office of the Ivanovo region. Law enforcement agencies are carrying out the necessary investigative actions to establish all the circumstances of the incident and bring the perpetrators to justice.

The situation around IT procurement for healthcare attracts special attention from the public and regulatory authorities. This is due to the importance of developing digital infrastructure in medicine and the need for effective use of budget funds.^[1]

The verdict of the ex-head of the department Fokin is a suspended sentence for fraud in the supply of medical equipment

The court of the Ivanovo region found the former director of the regional health department Arthur Fokin guilty of fraud in the supply of medical equipment, sentencing him to imprisonment for a period of 2 years and 6 months conditionally with a probationary period of 3 years. The trial ended on September 11, 2024, and in addition to Fokin, his former deputy Alexei Buyankin and an entrepreneur who participated in the deliveries also received suspended sentences. 2022

As it became known at the end of November 2022, the investigation reclassified the charge to the head of the Health Department of the Ivanovo Region, Arthur Fokin.
