2022: Appointment as Head of the Health Department of the Ivanovo Region

In April 2022, it became known about the appointment of Tatyana Slabinskaya to the post of head of the Health Department of the Ivanovo Region. Prior to that, she held the position of deputy head in the department and was engaged in the organization of medical care for children and supervised the maternity service.

The former director of the Ivanovo Department of Health, Artur Fokin, was detained by FSB officers on April 15, 2022. He is accused of large-scale fraud. The official was arrested for two months on charges of embezzlement of more than 10 million rubles of budget funds in the purchase of medical equipment. In January 2022, Fokin's first deputy, Alexei Buyankin, was detained in the same case, who is in a pre-trial detention center by April 2022.

According to the FSB, on December 14, 2020, Ivanovo City Hospital No. 7 signed a contract with the local Meditech LLC for the supply of the Parus X-ray apparatus for 5.4 million rubles. The supplier himself purchased medical equipment from Parity LLC for a price almost twice as low - 3.075 million rubles.

In addition, City Hospital No. 7 purchased equipment from Meditech, which at the time of the conclusion of the contract was absent not only from Meditech itself, but also from its supplier (Parity LLC), and for which Parity LLC has not yet been paid, the regional department added FAS.

Similar purchases were made for a number of medical institutions - city hospital No. 8, Kineshma and Shui hospitals. Law enforcers believe that the same schemes were used in the procurement of X-ray systems. By April 2022, there is little data on Tatyana Slabinskaya in the public domain. It is known that she worked as one of five deputy directors of the department. In addition, Slabinskaya is the chairman of the Council of public organizations for the protection of patients' rights under the regional department.^[1]
