Biography
1987
In 1987 he was sent as a pediatric surgeon to the Ivanovo Regional Clinical Hospital. Five years later, he headed the children's surgical department.
2006
In 2006, he was appointed chief physician of the Ivanovo Regional Clinical Hospital.
2008-2018
Three times elected as a deputy of the Ivanovo City Duma. Member of the Ivanovo Regional Duma from 2008 to 2018.
2020
September 13, 2020 was elected to the Ivanovo City Duma of the VII convocation.
2023: Appointment as Head of the Health Department of the Ivanovo Region
In early May 2023, Igor Volkov headed the Department of Health of the Ivanovo Region. Prior to this appointment, he worked as the chief physician of the Regional Clinical Hospital (OKB).

In April 2023, the prosecutor's office of the Ivanovo region approved the indictment against Artur Fokin, as well as his first deputy Alexei Buyankin and the head of a commercial company that supplies medical equipment. According to investigators, the accused organized supplies of oxygen concentrators to state-owned clinics in the region at a deliberately inflated price. As a result, the budget suffered damage totaling about 8.4 million rubles. The case will be considered by the Leninsky District Court of Ivanovo.[1]
