2024: Declared bankrupt
On August 19, 2024, the Arbitration Court of the Republic of Dagestan declared Alim Khametov, the former first deputy chairman of the board of Financial Standard Bank, bankrupt. In relation to the man, a procedure has been introduced for the sale of his property.
It is reported that on March 18, 2024, the court recognized the statement of the state corporation Deposit Insurance Agency (DIA) about Khametov's bankruptcy as justified and initiated the procedure for restructuring his debts, the amount of which is 9.1 billion rubles. The bank's demand for this amount is included in the register of claims of creditors of the ex-head.
Earlier, the court decided to recover damages in the amount of 8.7 billion rubles from Khametov at the request of the DIA. In addition, losses in the amount of 8.2 billion rubles were recovered from four former heads of Financial Standard Bank, and from a member of the organization's board, Andrei Sorokin, in the amount of 321 million rubles.
The DIA said that the basis for recovery was lending to borrowers who were deliberately unable to fulfill their obligations, repayment of collateral obligations, as well as substitution of liquid assets for illiquid securities and promissory notes.
The DIA notes that the Bank of Russia revoked the banking license from the Financial Standard on June 8, 2016 due to the fact that "the credit institution did not ensure the timely fulfillment of obligations to creditors. In addition, a proper credit risk assessment revealed a complete loss of equity. At the same time, the bank was involved in dubious transit operations[1]
2025: Sentence - 6 years in prison for embezzlement of 3.2 billion rubles
On April 10, 2025, the Meshchansky District Court of Moscow issued a verdict in the case of the withdrawal of billions of rubles from the Financial Standard commercial bank under fictitious contracts. Former deputy chairman of the board of the credit institution Alim Khametov received six years in prison.
In 2016, the Bank of Russia revoked the banking license from the Financial Standard. The regulator said that this bank placed funds in low-quality assets and did not create reserves adequate to the accepted risks. As a result, the credit institution did not ensure timely fulfillment of obligations to creditors. In addition, a complete loss of own funds (capital) was revealed. At the same time, according to the Central Bank, the bank was involved in dubious transit operations. The leaders and owners of the organization did not take effective measures to normalize its activities.
According to the Deposit Insurance Agency (DIA), in addition to Khametov, a member of the Financial Standard board Andrei Sorokin, as well as their accomplice Sergei Kozlov, appeared before the court. All of them were found guilty of embezzlement of funds from a credit institution in the amount of over 3.2 billion rubles. Another person involved, ex-chairman of the bank's board of directors Vadim Attack, whom the investigation considers the organizer of the fraud, left Russia.
The civil claim declared by the DIA corporation in the interests of the bank in the amount of more than 2.6 billion rubles (taking into account previously received payments) was satisfied in full. Khametov was sentenced to 6 years, Sorokin - to 5.5 years, Kozlov - to 5 years in prison. The defendants served these terms in a pre-trial detention center or under house arrest. In addition, all convicts were fined 800 thousand rubles each.[2]
