Education

In 2006, he graduated with honors from the Medical Institute of Oryol State University with a degree in medical medicine. In 2005-2006 he was a presidential scholarship holder. In 2006, he became the owner of the certificate "Russian Intellectual Resources."

In 2006-2008. underwent clinical residency in the specialty "surgery." Since 2008, he worked as an assistant at the Department of General Surgery and Anesthesiology of the Medical Institute of the Federal State Budgetary Institution "Oryol State University."

He defended his thesis. He combined work in the regional hospital with teaching at the OSU Medical Institute. Turgenev - is the head of the department of general surgery and anesthesiology.

Career

2024: Appointment as Head of the Department of Health of the Oryol Region

At the end of July 2024, it became known about the appointment of Alexander Alyanov as the new head of the Health Department of the Oryol Region. Prior to that, the acting head of the department was Vladimir Nikolaev, who was previously the deputy head of the department - the head of the health department. He replaced Dmitry Pukha in this post.

2025: Firing after governor's criticism of slow hospital launch

The head of the Health Department of the Oryol Region, Alexander Allyanov, submitted his resignation after publicly criticizing Governor Andrei Klychkov for delaying the construction of medical facilities and chronic problems with providing beneficiaries with insulin. The head of the region invited the official to leave his post at a meeting with the heads of municipalities, after which Allyanov wrote a letter of resignation on the same day. The last working day of the head of the department was September 4, 2025, while Alyanov's new place of work was not reported.

According to Medvestnik, the governor expressed the main complaints about the work of the regional Department of Health regarding two key areas of activity of the department. Klychkov pointed out serious shortcomings in the organization of the construction of medical institutions and systemic failures in the drug supply of citizens of preferential categories.

The head of the Oryol region was particularly dissatisfied with the numerous appeals of residents of the region about the lack of vital drugs. On the last direct line, the governor received about 200 questions about the lack of insulin for patients with diabetes. Klychkov stressed that Oryol residents cannot get vital drugs and get through to the Department of Health.

Problems with providing patients with diabetes supplies have also been the subject of criticism from regional management. Violations in the drug supply system led to massive complaints from residents of the region about the inaccessibility of the necessary medicines.

Allyanov served as head of the regional Department of Health since July 2024, having worked in the post for a little more than one year. The rapid change of leadership personnel in the health care system of the Oryol region has become a steady trend in recent years.[2]
