1989

In 1989, he got a job at the Naro-Fominsk telecommunication node of the telecommunications branch of OJSC ElektroSvyaz in the Moscow Region. There he subsequently held various positions, among which - the head of the site, chief engineer, first deputy director.

2020-2007

Since 2002 - First Deputy Head of the Naro-Fominsk Telecommunication Node of the Moscow Branch of CenterTelecom OJSC.

In 2005-2007 worked at the Federal Communications Agency as the head of the department, deputy head of the Communications Department.

2013-2015

In September 2013, he became Director for the Operation of Communication Networks at the Center macro-regional branch of Rostelecom.

In 2015, he was appointed Deputy Director - Technical Director of the macro-regional branch of Center PJSC Rostelecom.

2020: Apartment robbery

On June 1, 2020, it became known about the robbery of Andrei Levakov's apartment. According to Ren TV, the robbers came to the apartment of the 54-year-old deputy director of the macro-regional branch of Center PJSC Rostelecom under the guise of employees of the Investigative Committee. They connected the owner of the apartment and his maid, after which they stole a large sum, the TV channel reports.

The press service of the GU MINISTRY OF INTERNAL AFFAIRS Russia in the capital reported that law enforcement agencies are looking for three unknown persons suspected of committing a robbery on an apartment located in the north Moscow on Chasovaya Street. The robbers stole money and a car, the GU said in a statement.[1]

 According to "112," Levakov was not surprised by the appearance of employees of the Investigative Committee, since in February 2020 the Ministry of Internal Affairs, together with the FSB, detained Levakov's colleagues. They were accused of cartel collusion as part of the implementation of the Digital Economy project. The damage from the conspiracy amounted to 788 million rubles.

2021: Arrest for two months on charges of taking a large bribe

On February 18, 2021, the Basmanny Court of Moscow arrested Andrei Levakov for two months, who is accused of receiving a bribe on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation).

According to RBC, a representative of Rostelecom, investigative measures against Levakov are related to abuses in the field of procurement identified in 2020 during anti-corruption work within the company. Rostelecom added that law enforcement agencies are provided with all the necessary information. The company noted that Levakov has not worked at Rostelecom since March 30, 2020. Details of the case in which the detained former top manager of the telecommunications company is going on have not been reported.

Before leaving Rostelecom, he worked there as deputy director - technical director of the macro-regional branch of Center. In February 2020, in the macro-region subordinate to Levakov, the FAS and the FSB disclosed a cartel conspiracy for 788 million rubles. Searches took place in the Voronezh, Kursk, Belgorod, Kaluga, Volgograd regions and in Moscow. Nine people were also detained - seven representatives of commercial organizations and two officials of PJSC Rostelecom.

The criminal case was initiated under Part 2 of Article 178 of the Criminal Code ("Restriction of competition by concluding between business entities - competitors of a competition-limiting agreement"). According to sources Interfax"," we are talking about cartel collusion when bidding for the construction of communication lines, which Rostelecom carried out in 2019.[2][3]

2023: Sentence - 6 years in prison for bribes from a Chinese businessman

The Kuzminsky District Court sentenced Andrei Levakov to six years in a maximum security colony, finding him guilty of receiving a bribe on an especially large scale (part 6 of article 290 of the Criminal Code) and commercial bribery (part 3 of article 204 of the Criminal Code). This became known on July 7, 2023.

According to Kommersant, the basis for the criminal prosecution of the former deputy director of the macro-regional branch Center of Rostelecom was the testimony of a Chinese businessman from Ufa, Huang Jianming. According to the investigation, the director of the company "Galactica" Jianmin paid bribes to Andrei Levakov for lobbying the interests of his company in the procurement of various equipment by Rostelecom.

The case file refers to 16 million rubles, which was received by the former top manager of Rostelecom in the period from 2013 to 2018. Kommersant notes that Huang Jianmin himself was previously detained for bribing an FSB officer, in an attempt to stop checking his company, as well as destroy the information contained on the hard drive of the laptop seized from him.

Jianmin fully admitted his guilt and petitioned for a pre-trial cooperation agreement with him, within the framework of which he reported the bribes to Levakov. The case was immediately transferred to the central office of the TFR. Levakov did not admit his guilt.

According to Levakov's lawyers, the entire charge was built solely on Jianming's testimony, and the actions for which, according to the investigation, money was transferred were not included in Levakov's powers. However, the court found the evidence collected by the investigation sufficient to convict.

During the debate held on July 4, 2023, the state prosecutor said that Andrei Levakov deserves 12 years in prison and payment of 300 million rubles to the treasury. However, Judge Olga Sobol considered such a punishment excessively harsh and sentenced the ex-director of Rostelecom to 6 years in prison, and reduced the amount of the fine requested by the prosecutor's office by more than 10 times, the newspaper notes.[4]
