Andrei Samaryanov held various positions in the St. Petersburg State Government Institution "Directorate of Transport Construction" from 2006 to 2020, including the post of Deputy Director. He was in the civil service in Rosavtodor from April 2021 to October 2025.

According to the Prosecutor General's Office, the total earnings of Andrei Samaryanov and his loved ones for the period since 2006 reached 65 million rubles. From 2012 to 2024, Samaryanov acquired assets worth more than 250 million rubles.

As an example of a scheme for hiding property in the Prosecutor General's Office, they pointed to a capital apartment with an area of ​ ​ 104 square meters. m in a business-class residential complex. The ownership of the indicated apartment is registered on the cohabitant of the sister of the former deputy head of Rosavtodor. As the department notes, this roommate did not have significant income. To minimize attention from law enforcement agencies, the price of the object in the contract was underestimated from 117 to 50 million rubles.[1]
