2024: House arrest in case of abuse of authority in the supply of medical equipment
Former Deputy Minister of Health of the Krasnoyarsk Territory Anna Moskvina was sent under house arrest on charges of abuse of office in the procurement of medical equipment under the national project "Healthcare." This was reported in May 2024 in the regional department of the Investigative Committee of Russia.
According to investigators, in 2021, Moskvina, knowing that medical equipment worth 98.5 million rubles does not meet the specification of the state contract and is not subject to purchase at the expense of a federal subsidy, agreed to pay for it from subsidies. In addition, in 2022, the ex-deputy minister allegedly signed documents on the acceptance of an X-ray stationary apparatus for a city polyclinic in the amount of over 28 million rubles, realizing that the equipment was delivered in violation of the terms of the contract and was recognized as falsified.
Based on these documents, the funds were unreasonably transferred to the supplier. According to the UK, the total damage to the budget from Moskvina's actions amounted to more than 126.5 million rubles. A criminal case was initiated against her under Part 3 of Art. 286 of the Criminal Code of the Russian Federation ("Exceeding official powers with causing grave consequences"). The Railway District Court of Krasnoyarsk decided to arrest the ex-official for 2 months. Moskvina will be under house arrest during the investigation.
The criminal case was initiated on the basis of materials submitted by the regional department. FSB Russia Investigators believe that Anna Moskvina, realizing the fact of falsification of medical equipment and inconsistency with the terms of contracts, deliberately signed documents to pay suppliers, causing damage to budget funds. Moskvina served as Deputy Minister health care of the Krasnoyarsk Territory from 2019 to April 2024.[1]
