2022: Charge of negligence that led to death of 13 patients

The Sovetsky District Court of Rostov-on-Don received a case against Anna Kolenova, deputy chief physician for equipment and economic part of the city hospital No. 20, accused of negligence. This was announced by the joint press service of the courts of the Rostov region on September 15, 2022.

According to the indictment, Anna Kolenova, being an official who constantly performs organizational, administrative and administrative functions in a municipal institution, from October 10 to 11, 2020 inclusive, while in Rostov-on-Don, improperly performed her duties in office, which entailed a significant violation of the rights and legitimate interests of citizens, the press service said in a statement.

According to the investigation, Anna Kolenova was obliged to establish uninterrupted provision of the covid hospital on the basis of the hospital with oxygen. However, she "did not control the correctness of the compilation by subordinate employees of the department for the operation and repair of gas and ventilation equipment and the timeliness of providing suppliers with customer applications for the supply of medical oxygen" in the required amount.

As a result, on the night of October 11, 2020, the pressure in the oxygen supply system decreased, and from 22:10 to 22:50 it was completely absent, which is why patients with coronavirus and on artificial ventilation of the lungs were forced to breathe atmospheric air with a low oxygen content. The investigation believes that the actions of the deputy head physician led to "violation of the rights and legitimate interests of citizens."

The woman is accused of committing a crime under Part 1 of Art. 293 of the Criminal Code of the Russian Federation - negligence, that is, improper performance by an official due to the unfair and negligent attitude of his duties in office, which entailed a significant violation of the rights and legitimate interests of citizens.

A preliminary court hearing in this criminal case is scheduled for September 19, 2022.[1]
