June, 2006 - the head of delegation at an extraordinary conference of agreement parties about normal armed forces in Europe after which failure the President Vladimir Putin imposed the moratorium on agreement performance.

May, 2009 - the head of delegation on development of the new Agreement with the USA about reduction of strategic offensive arms (START-3)^[5].

From February 2, 2011 to 2016 - the Deputy Minister of Defence of the Russian Federation^[6].

Was the head of a number of the Russian government delegations, including at negotiations with the countries of "Group of eight"; under the Nuclear Non-Proliferation Treaty; according to the overview of operation of conventions on "inhumane" weapon; about prohibition of chemical weapon, about prohibition of biological weapon at negotiations on multilateral mechanisms of export control.
