2019: Ministry of Economic Development of the Russian Federation

On June 15, 2019 it is appointed the Deputy Minister of Economic Development of the Russian Federation.

The new rate of the deputy minister was entered especially for Babich. According to, all integration agenda of the Government will be fixed in the Ministry of Economic Development behind it: work with the Eurasian economic commission, CIS, Union State "Russia + Belarus".

After leaving from an ambassadorial position the decision on further effective use of experience of Babich changed several times. As a result under his supervision will integrate all perspective of integration processes in scales of the former USSR.

On Old Square at once three Assistants to the President (Ushakov, Surkov, partly Belousov), two advisers (Glazyev, Kobyakov) and management on interregional and cultural ties deal with issues of the CIS countries (Chernov).

One more Assistant to the President in such conditions — explicit search. Plus structural changes in AP require time and means. And sharpness of the processes happening in the CIS such is that it is impossible to hesitate further.

The source in AP says that the option of "the minister without portfolio" was considered. But here Babich could "drown" in hardware dismantling with Kozak, Siluanov, Chuychenko, "gnawing" himself divisions in the conditions of reduction of the personnel in the Government. The option with implementation in the Ministry of Economic Development in these conditions was the most working.

In the ministry "under Babich" the separate block which main task — complete audit of all economic and humanitarian programs and also the numerous agreements signed in the former Soviet Union is created. In fact, charged to Babich the same work that he managed to organize being the ambassador.

Belarus remains in a zone of attention of the new deputy minister too. The minister Maxim Oreshkin heads Mezhupravitelstvennuyu group on integration together with the Belarusian colleague Dmitry Kruty. Respectively, to Babich poruchatt to strengthen group, to create its agenda, to provide operational and strategic maintenance of activity.

In 2019 in the Belarusian direction it is necessary to complete negotiations on gas prices, to close a subject on tax maneuver, to deal with compensation for dirty oil, to prepare new edition of the Allied agreement.

And in interaction with Moldova, Armenia, Georgia, Ukraine, the Central Asian countries the Ministry of Economic Development can be engaged in work which the MFA failed. It is necessary to accept a number of painful, but necessary measures for updating of trade and economic agreements, to review of privileges and preferences for the purpose of assessment of a real role of Russia in economy of the CIS countries. It seems that the Kremlin calculates that Babich, having trained relationship with very problem Lukashenko, will pull these tasks.

New appointment of Babich strengthens positions of the Siluanov-Oreshkin block. In fact, they receive the resource of influence on foreign policy processes. And personally Oreshkin receives the lobbyist with good communications, practices and an explicit power background.

According to the source, in the long term is considered expansion of functionality of Babich — from the foreign policy agenda for work with the governor's body through the Ministry of Economic Development. Oreshkin headed the working group which will estimate efficiency of heads of regions, including on performance of the May decree of the President. In these conditions, considering absence at Oreshkin of the deputies capable to speak as equals with regional heavyweights, Babich — very convenient personnel solution.

However, Babich's appointment in the Ministry of Economic Development — it is rather, intermediate option. Further movements as tells a source in AP, can happen in the fall of 2019. And by this time from the former ambassador wait for specific results on stabilization of the relations with the participating countries of EurAsEC and the CSTO.

Considering that since January 1, 2020 in both organizations the post of the chairman is received by Alexander Lukashenko, the attempt of "father" to criticize these formations and to doubts in their viability is expected.
