Ilya Balanin was born in 1976 in Kostroma.

Education

He graduated from the Kostroma State Agricultural Academy with a degree in Accounting and Auditing. Candidate of Economic Sciences.

Career

2016

In September 2016, he became Deputy Chairman of the Government of the Yaroslavl Region - Director of the Finance Department. He oversaw issues of financial, budget and tax policy, inter-budget relations, government borrowing and public debt management.

Prior to that, he worked in the department of the Federal Treasury in the Kostroma region, headed the financial and treasury department of the Kostroma administration, headed the finance department of the administration of the Kostroma region.

2019

In September 2019, Ilya Balanin took the post of deputy governor - head of the administration of the governor of the Yaroslavl region. His area of ​ ​ responsibility included the Department of Finance, Control and Audit Inspection, Protocol Management, Case Management, Financial Management, Justice of the Peace Agency, First and Second Divisions, the Department of Public Service and Personnel Policy, Legal and Organizational Control Management.

2022: Appointment as head of FFOMS

On April 26, 2022, Ilya Balanin was appointed chairman of the Federal Compulsory Medical Insurance Fund (FOMS). In this position, he replaced Elena Chernyakova. The decision to change the head of the FFOMS was signed by Prime Minister Mikhail Mishustin.

In February 2022, by presidential decree RUSSIAN FEDERATION Vladimir Putin , Balanin was appointed deputy head of the Federal Agency for the Commonwealth of Independent States, compatriots living abroad and for international humanitarian cooperation.[1]
