2022: Arrested in Moscow in fraud case
At the end of October 2022, the Golovinsky Court of Moscow arrested the rector of the Moscow State University of Food Production (MGUPP) Mikhail Balykhin.
He is accused of fraud committed by an organized group or on an especially large scale or resulting in the deprivation of a citizen's right to housing (part 4 of article 159 of the Criminal Code). The maximum punishment under this article is imprisonment for up to ten years.

2023: Fraud charge for 210 million rubles
Former rector of the Russian Biotechnology University (RBU; previously it was called Moscow State University of Food Production) Mikhail Balykhin and six of his subordinates are accused of fraud worth 210 million rubles. This was reported at the end of October 2023 by the TASS agency, citing a law enforcement source.
According to the publication, these funds were allocated from the federal budget of the Ministry of Education and Science for the production of a vaccine against sheep anaplasmosis. As noted in the publication, the application to the department for participation in the competition for a subsidy was signed by Balykhin, who at that time held the post of rector.
As part of the investigation of the criminal case of fraud (part 4 of article 159 of the Criminal Code of the Russian Federation) it was established that in the period from May 29, 2018 to June 26, 2020, the former management of Europak A. V. Karapetyan and R. V. Glushakov, Vice-Rector for Scientific Work of the RBU M. P. Shchetinin, Head of the Department of Scientific Competitions, Contracts with Organizations and Support of Research Work S. S. Panchenko, scientific director of the project A. B. Shevelev, as well as D. I. Kovalev, who was responsible for cashing out money, stole 210 million rubles allocated from the federal budget of the Ministry of Education and Science for the Europak company as a subsidy for the production of a vaccine against sheep anaplasmosis, which was actually not produced, - the news agency quotes the words of its interlocutor. |
According to him, by the end of October 2023, the investigation of the criminal case was completed, its materials with the indictment were sent to the Savelovsky District Court of Moscow for consideration on the merits. Mikhail Balykhin is under house arrest.[2]
