Biography
Maxim Belousov was born in St. Petersburg.
In 1994 he graduated from the A. I. Herzen Russian State Pedagogical University with a degree in mathematics and computer science. Later he entered the faculty of "information systems in economics" at St. Petersburg University of Engineering and Economics, which he graduated with honors in 2003.
In 1993, as a student, he began to teach. In parallel with 1994, he began to provide consulting services on the automation of enterprises.
Since 1994, for four years he worked as a software engineer at the St. Petersburg Educational Collector under the Ministry of Public Education.
In 1998, he got a job as an automation consultant at Talosto, two years later he headed the holding's IT service.
From 2002 to 2004, he was engaged in consulting activities at Balt-Audit-Expert and St. Petersburg Accounting and Audit Center.
Then he worked for four years as an IT director at the Akonit pharmaceutical holding, and was a member of the board of directors.
In 2007, the KIS Pharmaceutical Holding project was recognized as one of the most effective and successful. Project "Provisor" became a golden laureate of the Russian competition "Challenge Ivan," published in the book "Unpromised Stories of IT Implementations."
In 2008, he began his career in the banking business. For two years he worked at KIT Finance investment bank as a managing director and member of the board.
In 2011-2012 he was the IT director of the federal jewelry network "585."
In 2012, he was appointed vice president of the international association of Chief information officers IAC.
In 2014-2015, he was an adviser to the chairman of the board of Bank BFA.
In 2015, he got a job at the Bank. " At Uralsib the end of April 2016, Maxim Belousov was appointed Deputy Chairman of the Bank's Board. In early 2020, he became an IT adviser to the chairman of the bank's board.
2020: Departure from Bank Uralsib

According to him, at the very beginning, after the internal audit, a plan was developed to improve the efficiency of IT departments. At the time of the arrival of the new shareholder and his team, the technological lag in the IT direction was more than 3 years. Together with the bank's strategy, a strategy for the development of banking technologies for 3 years was prepared. All indicators fixed as targets were fulfilled, but there were still many issues that had to be resolved, says Maxim Belousov. Despite the fact that the bank successfully underwent reorganization throughout this time and, thanks to the effective work of top management, had a profit annually, nevertheless, the new strategy for the next three years became even more aggressive.
In the block of banking technologies, which was headed by Belousov, a professional team of IT managers and IT specialists was created. The block created a system of constant improvements, which made it possible to improve the performance of IT services and IT services every year, says the former deputy chairman of the board of Bank Uralsib. According to him, the level of IT maturity of the bank has grown greatly. Significantly improved indicators of T2M, availability, continuity, SLA while maintaining the minimum growth in the number of employees and budget. An innovative laboratory was also created, and the project management center annually implemented dozens of projects with an indicator of more than 80% on time, he added.
At this stage, my mission has come to an end. The stable IT departments and IT services implemented by 18 IT processes and a self-working team no longer need significant efforts of me as a top manager. Regarding the new place of work, Belousov told TAdviser that he took a pause for thought.

The successor to the post of deputy chairman of the board responsible for IT, according to him, is not yet in the bank. So far, the duties in this area are performed by Belousov's deputy Konstantin Medentsev.
2021: Managing Director of Absolut Bank
In March 2021, Absolut Bank announced that Maxim Belousov was appointed managing director. In this position, he coordinates at Absolut Bank the IT digital development strategy and effective business support in terms of the operational unit.
