Vadim Belov was born in Gatchina of the Leningrad Region. In 1980 graduated from the Murmansk highest engineering and sea school, in 1997 – the Russian academy of public service under the President of the Russian Federation. Completed a training course at International law institution to the USA (Washington). Ended courses of retraining at the Ministry of Foreign Trade and the industry of Japan.

From 1980 to 1991 worked in All-union fishing association "Sevrybkholodflot", conducted active social job. From 1992 to 1997 held a position of the vice-chairman of the State committee of the Russian Federation on the antimonopoly policy (GKAP). Supervised the direction of privatization in such industries as telecommunications and transport, was responsible for control in the field of monopolistic activity of economic entities in these industries, was a part of the state interdepartmental commission on privatization of GP "Rostelecom". From 1993 to 1997 entered into Boards of Directors of JSC Tyumen Oil Company, RAO UES of Russia, JSC Rosneft, JSC Lukoil, JSC Nizhnevartovskneftegaz.

From January to August, 1997 fulfilled duties of the chairman of the State antimonopoly committee of the Russian Federation (SAC). Since January, 1998 – the vice chairman of the board of International finance company bank. In June, 1998 it was elected the chairman of the board of directors of JSC Sidanko.

From January, 1999 to March, 2005 held a post of the deputy CEO of JSC Svyazinvest. In September, 1999 it was entered into board of Svyazinvest, was the board member of JSC CenterTelecom, JSC Rostelecom, the chairman of the board of directors of JSC РТКом.РУ, JSC Southern Telecommunication Company, JSC Uralsvyazinform, JSC Central Telegraph, "Center of a Research of Problems of Development of Telecommunications" non-profit partnership. On March 11, 2005 it is appointed to a post of the adviser to the Minister of information technologies and communications of the Russian Federation. Since April, 2005 heads MOKS "Intersputnik".
