In 1988 R.A. Rudenko graduated from the Sverdlovsk legal institute of an award of the Labour Red Banner to them (since 2014 - the Ural state legal university, qualification: lawyer, specialty: jurisprudence.

From 1990 to 1991 worked as the head of legal department of the consolidation "Urals Councils".

1991: KUGI of Sverdlovsk region

In 1991 came to Management committee state property (KUGI) of Sverdlovsk region where at first held a position of the head of legal department, then passed to a post of the chief of legal management - the vice-chairman of committee.

From September, 1997 to October, 1999 worked in the Government of the Russian Federation, at first at a position of the deputy manager of Federal service of Russia on insolvency matters and financial improvement (FSDN), then the first deputy administrators of FSDN.
