Biography

2025: Appointment as Head of the Department of Health of the Oryol Region

On December 4, 2025, the Governor of the Oryol Region Andrei Klychkov introduced the new head of the regional Health Department. He was appointed Konstantin Bobrakov, who previously headed the regional Territorial Compulsory Health Insurance Fund (TFCMI).

As indicated on the official portal of the Oryol region, the new head of the Department of Health received an order from the head of the region to take special control of two key areas: drug provision of citizens and the involvement of medical personnel in institutions. The task was also set to ensure the full functioning of all medical institutions and build a systematic dialogue with each head of the central district hospital.

By December 2025, Bobrakov has 25 years of experience in the healthcare sector. He graduated from Kursk State Medical University. His career already had the position of acting head of the Department of Health of the region in 2013. Later, he served as the head physician of the regional psychiatric hospital.

As of December 2025, Bobrakov holds the position of associate professor at the Department of Public Health, Health and Hygiene at the Oryol State University named after I.S. Turgenev. In addition, he serves as an adviser to the university administration for medical scientific and educational activities.

The vacated post of head of the TFCMI of the Oryol region will be taken by Irina Strakhova, who previously headed the methodology and tariffs department in the terfond. The previous director of the Department of Health, Alexander Allyanov, resigned in early September 2025 after public criticism from the governor. The cause of dissatisfaction was problems with the provision of medicines to beneficiaries and shortcomings during the construction of medical facilities.

Governor Andrei Klychkov in his speech noted that Konstantin Bobrakov recently underwent training and worked out interaction with the Federal Ministry of Health, participating in a meeting with Minister Mikhail Murashko.^[1]
