He graduated from the Ulyanovsk Higher Aviation School of Civil Aviation with a degree in Air Transport Operation and Air Traffic Control.
Career
2002-2023
In 2002-2022, he worked in the branch of the Group of Companies for ATM "Moscow Center for Automated Air Traffic Control," where he went from a trainee dispatcher to a deputy director of the branch. In October 2022, he became the Director of Human Resources of the Civil Code. In December 2023, he went to work at the Federal Air Transport Agency.
2024: Appointment as General Director of the State Air Traffic Management Corporation
On August 8, 2024, the Federal Air Transport Agency announced the appointment of Andrei Bulin as the new general director of the State Air Traffic Management Corporation. He replaced Dmitry Bobylev, "who decided to leave this position of his own free will," the department said.
They also noted that under the leadership of Bobylev, the modernization of the unified ATM system continued, 24 air traffic service routes for international flights were opened, projects on unmanned air systems began. This is accompanied by an increase in the number of flights in airspace: in Russia January-July 2024, 858 thousand flights were served, which is 6% more than a year earlier.[1]
As noted in the report of the State Duma on ATM, the main priorities in the work of the new director will be:
- modernization of existing and commissioning of new equipment at airfields, which are subject to construction and reconstruction until 2030;
- developing the personnel potential of the enterprise, attracting graduates of educational institutions to work in the state corporation;
- implementation of programs to attract specialists to work at ATM facilities in hard-to-reach regions of the country.
