In September, 2003 Vladimir Igorevich Burkov becomes the first deputy chairman of the State Committee on fishery of the Russian Federation. Being the experienced head, Vladimir Igorevich on it did not stop – at the end of December he begins to fulfill duties of the head of the State Fishery Committee of the Russian Federation.

By the time of Burkov's appearance affairs in the industry were strongly started. Many undertook establishing order, however their attempts were not crowned with success. On executive positions there were regularly new people, but nobody in department was delayed for a long time.

With Vladimir Burkov's appointment work of the State Fishery Committee considerably changed to the best.
