Biography
Born in Rostov-on-Don on March 6, 1950
In 1967 he graduated from school, and in 1972 Rostovsky the institute agricultural mechanical engineering () DGTU with a degree in Devices precision mechanics.
He worked as an engineer, structural engineer of the first category at the Rostov Radio Research Institute. From 1980 to 1985, at party work, he was the head of the department of the October RK CPSU, deputy head of the department of the Rostov City Party Committee.
Since 1985 - Deputy Chairman of the Executive Committee of the Proletarian District Council of People's Deputies, Deputy Head of the Organizational Department of the Executive Committee of the Rostov Regional Council of People's Deputies, then Head of the Administration of the Proletarian District of Rostov-on-Don.
1993: Head of Administration of Rostov-on-Don
In July 1993, he was appointed head of the administration of the city of Rostov-on-Don.
In 1994, he was elected to the Rostov City Duma and the head of local self-government of the city, in December 1996, having received 78% of the vote, he won the mayoral election in Rostov; in December 2000, December 2004 and March 2010 he was re-elected to this position. On October 6, 2014, he resigned from the post of mayor and joined the government of the Rostov region.
2014: Deputy Governor of Rostov Region
In 2014-2016 - Deputy Governor of the Rostov Region.
2016: Deputy of the State Duma
Since September 18, 2016 - deputy of the State Duma, elected in the constituency 0152 (South - Rostov Region).
