Sergei Chirkov was born on October 9, 1978 in Moscow.

Education

In 2000 he graduated from the Moscow State Academy of Water Transport with a degree in jurisprudence, in 2003 - graduate school of the Academy of Labor and Social Relations.

In 2005, he received a Master of Business Administration (MBA) degree from the Russian Plekhanov Academy of Economics (Moscow, now G.V. Plekhanov Russian University of Economics). In 2021, he underwent retraining at the Russian Academy of National Economy and Public Administration under the President of the Russian Federation with the qualification "Head of Digital Transformation."

Candidate of Law. In 2009, he defended his thesis at the Academy of Labor and Social Relations on the topic "Legal regulation of pension provision for persons who have left for permanent residence abroad."

Career

1999-2000

In 1999-2000, Sergey Chirkov worked in various positions in the Social Insurance Fund (FSS) of the Russian Federation.

2001-2018

In 2001, he joined the Pension Fund (PFR) as chief specialist. In 2007-2012, he headed the department for pension provision of persons living abroad, in 2012-2018 - the department for organizing the appointment and payment of pensions.

Since July 11, 2018 - Deputy Chairman of the Board of the FIU.

2022: Appointment as Head of the Social Fund

In mid-December 2022, Prime Minister Mikhail Mishustin signed a decree appointing Sergei Chirkov as chairman of the Pension and Social Insurance Fund (Social Fund), which was formed as a result of the merger of the Pension Fund and the Social Insurance Fund.


Since July 30, 2022, Sergei Chirkov has been Acting Chairman of the Board of the Pension Fund of the Russian Federation (PFR).[1]

Awards

He was awarded the medal of the Order of Merit to the Fatherland, II degree (2016). Noted by thanks of the Russian President (2021) and the Governments of the Russian Federation (2010).
