In May, 2010 Hotin Arkady Grigoryevich who founded Arcadia Ltd 17 years ago left a post of the CEO of the company. Sergey Vyacheslavovich Baklan, with 1998 managing operational activity of the company on a post of the chief executive is appointed the CEO of Arcadia. Arkady Hotin will participate in company management at the level of participation in determination of the development strategy as the major shareholder.

Before arrival to Arcadia Mr. Baklan worked in large Russian and international corporations where his competence included the leadership in certification and IT management. Software development to order requires careful maintaining confidentiality and the intellectual rights of the client, creation of effective process of customer interaction and quality management of development while the price of misses can be very high. Under the leadership of Baklan the Arcadia in 2003 underwent certification on ISO 9001:2000; in 2005 received the status Microsoft Certified Partner (since 2007 — Microsoft Gold Certified Partner) and since then annually confirms it. A customer feedback of Arcadia and stable growth of the company say that the management manages to cope with the arising problems and to turn errors into invaluable experience.

Sergey Baklan commented on the appointment: "We are going to grow, find new clients further, to hire new employees. Of course, now it became a little more difficult, however 2009 we overcame not bad, even with small growth — turnover made 6.2 million US dollars that is 16% more, than last year. Now our purpose — to continue to grow in the existing model so in 2010 we are going to be engaged in active search of new clients. At the same time we are going to be guided further, first of all, to Northern Europe — we there already have large customers, and we have considerable experience with these countries."
