Establishment of a criminal case
On August 11, 2022, the Prosecutor's Office of the Ulyanovsk Region announced the initiation of three criminal cases against the former deputy head of the Ministry of Health of the Ulyanovsk Region Andrei Dadianov:
- under Part 1 of Art. 159 of the Criminal Code (fraud);
- Part 5 of Art. 327 of the Criminal Code of the Russian Federation (use of a deliberately forged official document);
- Part 3 of Art. 327 of the Criminal Code of the Russian Federation (use of a deliberately forged document).
According to law enforcement agencies, in March 2021, when appointed to the post of State Secretary - Deputy Minister of Health of the Ulyanovsk Region, Andrei Dadianov presented a military ID and a work book containing deliberately inaccurate information about his military service from 30.05.2003 to 26.10.2017. These documents served as the basis for appointing Dadianov an increased monthly allowance to the official salary for the length of service in the civil service, and upon dismissal for the payment of funds for unused vacation days, taking into account the length of service of the civil service for more than 15 years.
Considering that the specified person in the Armed Forces of the Russian Federation did not serve, the regional prosecutor's office sent the inspection materials to the preliminary investigation bodies to resolve the issue of criminal prosecution, the press service of the Prosecutor's Office of the Ulyanovsk Region reports.
The main areas of work of Andrei Dadianov as State Secretary - Deputy Minister of Health of the Ulyanovsk Region were economic security, anti-corruption, interaction with law enforcement agencies, supervisory agencies, as well as the information, personnel policy of the department and work on the appeal of citizens. He left the post of first deputy head of the Ministry of Health of the Ulyanovsk region in July 2022.[1]
Sentence - restriction of freedom for forging a military ticket and work book
At the end of November 2022, the Leninsky District Court of Ulyanovsk sentenced the former Deputy Minister of Health of the Ulyanovsk Region Andrei Dadianov to one year of restriction of liberty with deprivation of the right to hold positions in state and local governments.
The prosecutor's office asked for two years of restriction of freedom for the defendant, as well as a ban on this time to work in the civil service.
Dadianov was accused of fraud (part 1 of article 159 of the Criminal Code of the Russian Federation, from a fine to two years in prison) using a deliberately forged official document granting rights (part 3 of article 327 of the Criminal Code of the Russian Federation, from one year of restriction of liberty to a year of real imprisonment).
As Kommersant reports with reference to the message of the prosecutor's office of the Ulyanovsk region, "In March 2021, 37-year-old Andrei Dadianov presented a military ID and a work book to an official of the regional government during employment, containing deliberately false information about his military service in the Armed Forces of the Russian Federation, " as a result, he "illegally received the right to a significant monthly allowance for official salary and additional days for annual paid leave." The documents of the inquiry stated that the total damage caused by Andrei Dadianov to the budget was 44.7 thousand rubles.
After the initiation of the criminal case, Andrei Dadianov told reporters that he did not consider himself guilty that he served in the Russian Armed Forces from 2003 to 2008, and then from 2016 to 2016. At the same time, he admitted that the data in the military ticket "differ from reality" - "the document does not indicate an interruption in the duration of military service," "in addition, the number of the non-existent military unit is indicated there," but "why this happened," he does not know.[2]
