2024: Preventive measure - pre-trial detention center on charges of multimillion-dollar embezzlement
On February 28, 2024, it became known that the Samara District Court sent Dmitry Drach, the former head of the Samara Main Bureau of Medical and Social Expertise (BMSE), to the pre-trial detention center. The official is accused of abuse of office (part 3 of article 285 of the Criminal Code of the Russian Federation), which entailed grave consequences.
According to investigators, Drach purchased a complex of buildings for the needs of BMSE from his friends at a repeatedly inflated price. Moreover, some of these objects were unusable. The case file says that the bureau has concluded several contracts for the lease of non-residential buildings and premises with a total area of up to 6,000 square meters with Contrast Plus. According to estimates, as a result of these frauds from 2016 to 2019, the damage to the state amounted to about 280 million rubles.
A criminal case against Drach was opened in the spring of 2021, and the materials were submitted to the court in July 2022. The first hearing took place in January 2023. If Drach's guilt is proven, he may face a sentence of imprisonment for up to ten years with deprivation of the right to hold certain positions or engage in certain activities for up to three years.

According to the Kommersant newspaper, an investigation into another case against an official related to the purchase of a metal hangar with an area of 466 square meters for medical expertise for 29 million rubles was previously completed. The investigation concluded that in fact the market price of this object is about seven times lower and amounts to 4 million rubles.[1]
