• From September, 2004 to January, 2005 the head of the joint Press center of the FTP Electronic Russia in the Ministry of Information Technologies and Communications of Russia.

Conflict with a batch United Russia

On September 28, 2010 the brother of the Assistant to the President Arkady Dvorkovich, the businessman Mikhail Dvorkovich declared an exit from United Russia a desertion of the party United Russia which he accused of the inadequate attitude towards Yury Luzhkov and financial dishonourableness at the same time. In a batch are surprised with a sudden demarche of Dvorkovich and hope to settle the conflict at a personal meeting.

"I wrote the application for a desertion of the party United Russia. Reason: the member of general council Yury Evgenyevich Shuvalov exposed me for 23 million rubles!" — the adviser to the chairman of the board of directors of Mirax Group, the head of the communication group "Press hall", the brother of the Assistant to the President of the Russian Federation Arkady Dvorkovich Mikhail Dvorkovich wrote in the evening on September 28 on the twitter.

To gazeta.ru Dvorkovich explained that the batch asked his company to organize the forum "5+5" in January, 2010 in extremely short time, and promised to compensate costs later.

As a result the communication group of Dvorkovich raised 3 million rubles of partner funds (among sponsors appeared VTB, Ernst&Young, Dominanta Energy and others), spent 5 million rubles of "own money" and also agreed with contractors on execution of works on credit. Guaranty letters were signed with a promise to pay all works, Dvorkovich claims. The final estimate of the forum held on January 28, 2010 in Gostiny Dvor made about 32 million rubles, he says. According to Dvorkovich, the undersecretary of general council of ER Yury Shuvalov clearly let know that costs will be compensated. "In a batch said that surely will help and partners will be" — Dvorkovich complains now. He did not sign any documents with a batch, having counted upon an oral promise of Shuvalov. But in nine months the batch "A press" compensated nothing to the hall, and the agency appeared in debts approximately for 23 million rubles.

"I think that I this misunderstanding, and think that he understands it too" — Shuvalov commented to Gazeta.ru of charge of Dvorkovich. "They just held a forum, they had some problems related to sponsors, they, probably, expected information support from our party" — he explains.

According to the source in batches, the arrangement with Dvorkovich consisted only that Press hall undertakes obligations for involvement of sponsors, and the batch gives "ideological support". "I tried to settle a question peacefully, tried to talk to party leadership, to the project managers "Talent pools", to Presidential Administration, but my addresses did not find the answer" — Dvorkovich says. He explained that under Presidential Administration the Arcadia does not mean the brother: "The brother took the initiative to talk to party leadership, but I refused. I never use the brother for the solution of the questions".

Now Dvorkovich conducts negotiations on attraction of borrowed funds for a covering of debts. "You see, it is equivalent to my annual revenues. It that, such party contribution? I am not ready to give to a batch annual revenues" — Dvorkovich complains. At the same time he claims that he is not going to demand further money from a batch. "It is my money, my debts, I will return them" — he claims. Its claim moral. And in addition to personal financial reticences Dvorkovich felt sympathy for the former member of the same party, the former Mayor of Moscow Yury Luzhkov. Reaction of a batch to the decree of the president on Luzhkov's discharge from a position seemed to Dvorkovich incorrect.

When the conflict between the capital city's mayor and the President of Russia turned into public opposition and the first critical plot on NTV about Luzhkov's activity appeared, the batch did not risk to take any position. But right after emergence of the decree on discharge of the mayor from a position "in connection with loss of trust of the president" all party leadership accused Luzhkov that that gave a reason to the president for dismissal and loss of trust of the president — his personal fault. Then it became known that Luzhkov wrote the application for a desertion of the party, one of founders of which he is.

"Reaction of a batch which supported the mayor two weeks ago and right after the decree of the president began to kick, is an inconsistency" — Dvorkovich is dissatisfied.

The general offense caused by a batch, Dvorkovich expressed in the statement for an exit from United Russia. "Moral costs — a reason for decision-making" — he explains. At the same time Dvorkovich does not intend to refuse participation in party actions, forums and discussion platforms. "It is not obligatory to be the party member to participate in some actions" — he says. "In a batch Stanislav Govorukhin is a lot of worthy people, for example" — he emphasizes, but he does not believe in decency of the management of United Russia any more, and hardly further something will "connect" it with a batch.

"I was surprised and today called it" — Shuvalov described the reaction to Dvorkovich's statements in the microblog. Creation of Association of entrepreneurs Res nova

Further Dvorkovich on the twitter so commented on it: "So, at first having agreed, Vadim Dymov still did not sign the Memorandum, having connected my initiative with the conflict of Sergei Polonsky and the Chairman of Business Russia Boris Titov.<…> But the most surprising for me is a failure to sign Boris Titov's Memorandum".

Conflict with RU Center company

In November, 2010 Dvorkovich accused one of the registrars Ru-Center, largest in Russia, of cybersquatting and antitrust violation. Dvorkovich brought of the twitter to Ru-Center two charges. The first concerns auctions on 180 thousand domain names which are carried out by Ru-Center, and for which, according to Dvorkovich, the registrar can gain $150 million. The second charge consists that Alexey Platonov, the director of the "Technical center Internet" servicing domain zones. RU. SU and. The Russian Federation, holds a controlling stake of registrar Ru-Center. "The technical center Internet" among others of the functions is engaged in service of the Register of domain names and recording systems of national domains. RU. Russian Federation and. SU. Several days later FAS initiated proceedings against six accredited registrars of domain names in a zone ". Russian Federation", including Ru-Center. Later the special commission created for investigation of abuses at registration of domains found out that the sister of the former Deputy Minister of Telecom and Mass Communications Alexey Soldatov supervising start of a domain zone. The Russian Federation, was the shareholder of Ru-Center, and Soldatov could slow down investigation of abuses thanks to which Ru-Center during registration of domains in a zone. "Capture" of a large number of domains could perform the Russian Federation.

Conflict with Boris Titov

In November, 2010 Dvorkovich on the twitter, in response to failure to admit it to the All-Russian public organization "Business Russia" accused General council of the organization that it "zombirovan Predsedatelem Делороссов Борисом Titov" which, according to him is "Vladislav Surkov's puppeteer". The post also contains the following material: "Dear members of General Council and other Councils of the All-Russian public organization "Business Russia"! You everything are reasonable people, successful businessmen. You know the price to yourself and the word. Regain consciousness! What did Business Russia for the last give you two-three of years (i.e., for 3 million rubles)?! Forgive for such comparison, but you become similar to nursery which in pairs follows the tutor". After Titov's criticism, Dvorkovich does offers on reforming of the organization and also asks "consider his candidacy for election for a post of the Chairman of the All-Russian public organization "Business Russia""^[1].

Charges to the minister of health care of the Russian Federation

In December, 2010 Dvorkovich called the Minister of Healthcare and Social Development of the Russian Federation Tatyana Golikova by a shame of Russia! In particular, he writes:

Dear Mrs. Minister! It is not a shame to you that you set up the President - the guarantor of the Constitution? All of us have the right to be treated and be healthy, and not just those who has money for bribes (paid clinics) or communications.<…..> You will tell: "There is no money!"?! And I will tell you: "Is!". Was enough for tomographs. How many there it was received rollbacks by officials of different level from your ministry? How many billion rubles? And now to you the next New Year's gift - increase in UST (now partial) which will bring to your industry additional 40 billion rublik.

Words: "... Your industry...", is a typical clause according to Freud. Recently, one Person (intentionally I write the word of people with a capital letter) told as left your ministry because it was not ready, having spat on the principles of honesty and decency, to give support of a certain company with the sonorous name "Pharmstandard". I respect him for it! In general, I already faced the name of this company more than once. One reputable organization told me as it had to approve with Pharmstandard separate amendments to the bill that they were supported by the Ministry of Health and Social Development. How thrilling! At us in "constitutional state" the business company "vises" decisions of the federal ministry!)^[1]

Conflict with the Event Factory agency

On December 16, 2010 the following information was posted on the official site of Press hall (we give excerpts): PRESS HALL reports that the Event Factory company submitted on KG PRESS HALL LLC the claim to Arbitration court for debt collection under the agreement of rendering services for the amount of 3,138,440.99 rub. The conflict situation developed in the course of the organization and carrying out the Chess living room within the forum "Sochi 2010" when the Event Factory company in one week prior to the Forum provided the estimate of execution of works which was obviously overestimated for consideration of KG of PRESS HALL and strongly exceeded the amount of initially planned and involved sponsor's assignments. However the KG of PRESS HALL had no other option except how to sign the agreement with Event Factory company. Despite all difficulties connected with an unstable financial position of the company, PRESS HALL intends to settle a dispute with Event Factory company in a pre-judicial order by payment of the performed works.^[1]

Conflict with GP "NUR-HOLDING"

On December 23, 2010 on the official site the Press hall the following information (excerpts) was published:

PRESS HALL announces the termination of cooperation with GP "Nur-holding". In 2010 the KG of PRESS HALL and GP "NUR-HOLDING" signed the Agreement on cooperation according to which KG of PRESS HALL performed information support of the project of creation in the city of Kazan of the residential area Radiant and also support of implementation of this project at the federal level. However because of unfair accomplishment of the obligations by one of shareholders of GP "NUR-HOLDING" to KG of PRESS HALL uncovered debt in the amount of 4,500,000 rubles was formed and its reputation suffered. With respect thereto the KG of PRESS HALL considers further cooperation with GP "NUR-HOLDING" impossible.

On January 12, 2011 Dvorkovich gave an interview with respect thereto the conflict to the Tatar newspaper "BUSINESS Online"^[1]. We give excerpts:

• Your cooperation began in September and no more than four months lasted. In what the reason of so fast termination of the relations?
• Between "A press the hall" and NUR holding, to be exact with one of "subsidiaries" of holding (Luchezarny LLC is an edition) signed the agreement. All its conditions were satisfied from our party, and other party did not execute it. Moreover, because NOUR-Holding gave us unreliable information, than misled us (earlier in an interview Dvorkovich said that he "never saw that the NUR group was on a lap. It always was standing. Just there was a difficult period. The holding has competitors, ill-wishers, partners" - an edition) … As a result we even did much harm the reputation …

• What are you going to do with the debtor?

• Anything. Only, according to the legislation we will take legal action about debt collection in the nearest future. However, I doubt that it will manage to be collected. As our relationship was based with Luchezarny LLC, and the project is so not started, at the existing situation with creditors it will be possible to receive a debt hardly.

• In the press release it is told about amount of debt – 4.5 million rubles. It is a debt under the contract on information maintenance for the specified period?

• Yes. I will tell that our agency is not included into ten on profitability … And we cannot work for Nour-Holding on credit.<…> I am really surprised that Sagdiyev acted this way. In a conversation he is an adequate and fairly clever person …

In addition to the presentation of Radiant at an investment forum in Sochi-2010 we held preliminary negotiations with VEB. It even gave prior consent to investments into creation of infrastructure of the project. The issue with the earth was almost resolved. There were difficulties with its design. We almost solved this problem as we were forced to suspend this process because of problems with financing. Besides, much still what it was made …

2011

Conflict with IBS

In February, 2011 Mikhail Dvorkovich urges Prosecutor's office and Accounts Chamber to check activity of IBS company. According to Dvorkovich, the system integrator incorrectly does business in Russian regions.

"If IBS comes for regional tenders in consortium with local players, then in case of a victory really works are performed by regional participants of consortium, but 70% of payment leave IBS", - Mikhail Dvorkovich told CNews. In it he sees the reason of problems of regional IT-Business.

Dvorkovich also described claims to IBS in the microblog on Twitter:

"My opinion - IBS methodically destroys many years regional IT-Business. It is necessary to carry out inspections of Prosecutor's office and Accounts Chamber to strike IBS in regions".

The president of IBS Group Holding Anatoly Karachinsky paid attention to the blog entry of Dvorkovich.

"At last forum of Troika Dialog at me emotional dialog with Karachi which accused me of slander on the company took place, - Dvorkovich told CNews. - I answered that I will collect proofs of the words and if I do not manage to make it, then exactly I also - on Twitter - will apologize".

Dvorkovich was going to contact the specialists familiar with problems of informatization of regions and to collect cases of participation of IBS in similar consortia. "Knows all IT market about methods of work of this company, they raise questions", - he summarizes.

Conflict with the co-founder of RBC Alexander Morgulchik

On August 5, 2011 it became known^[2]that the founder of RBC media holding Alexander Morgulchik intends to return 4 million rubles which he lent to the chairman of the board of directors of the communication group "Press Hall" and the brother of the Assistant to the President of the country Mikhail Dvorkovich through court. The first judicial listening in the action for recovery of the amounts of the loan agreement will take place on August 5 in Dorogomilovsky Court. Dvorkovich reported to Marker that he personally money at Morgulchik did not borrow and hopes to resolve an issue in a pre-judicial order.

The amount which Morgulchik demands through court from Mikhail Dvorkovich is 4.4 million rubles - it is the amount of debt and the run penalty fee — reported in Dorogomilovsky Court in which the claim is considered. At the same time the defendant assures that he personally on credit did not take any millions from the shareholder and the founder of RBC and any money should not the claimant.

"It is old and uninteresting story. A few years ago my company rendered consulting services to one of projects of RBC company, and we disagreed with Alexander Moiseevich" — Mikhail Dvorkovich says. According to him, all ordered work was performed, and Alexander Morgulchik decided that he is not present, and considered himself to have the right to demand from the contractor money back. At the same time on a question — why the claim concerns not the agreement on rendering services, namely loan agreements, Mr. Dvorkovich answered that he received money personally and wrote the receipt on receiving, but in it not was works which should be executed are specified. "I hope to permit this misunderstanding to court" — Dvorkovich says. At the same time notes that any one million is not intended to be returned.

For today the brother of the Assistant to the President of the Russian Federation is a co-owner of the company of the communication group "Press Hall" and Investiko company. Alexander Morgulchik is the founder of RBC holding where enter news agency, the RBC daily newspaper, RBC TV channel and other media assets. Two years ago founders of RBC Herman Kaplun, Dmitry Byelik and Alexander Morgulchik sold 51% of shares to Mikhail Prokhorov.

As for Morgulchik, he said that the legal claim neither to business, nor to joint projects with Mikhail Dvorkovich does not concern, and refused further comments. "This case of personal character therefore neither I, nor my lawyer will comment on it" — Alexander Morgulchik told Marker.

Dvorkovich emphasized that such privacy of the claimant is explained by unwillingness to disclose details of the works done for it because it can become a reason for his (Morgulchik) of criminal prosecution. The head Press of Hall specified that he will be ready to tell in court of a subtlety of case if Morgulchik does not refuse financial claims.

Later in the blog the Assistant to the President brother nevertheless disclosed some details of receiving means from the founder of RBC. "Our many clients, implementing these or those projects at all forget that their "wishes and desires" will not always be approved with the law. So was also with the project which wanted to perform RBC holding in now far 2004th year. My command undertook the project and when we came to a conclusion that the result of work will result in not absolutely positive results in relation to the state, we made the decision to refuse implementation of this project", - Dvorkovich writes to LJ. According to him, the company fairly fulfilled advance which Dvorkovich received from one of shareholders of RBC. "And as I at that time had no legal entity yet, I acted as the private consultant and money received on receipt", - Mikhail Dvorkovich says.

2016

Head of the Council of directors of Music TNT TV channel

In April, 2016 it became known that Mikhail Dvorkovich will head Board of Directors of Music TNT TV channel which is created based on A-One.

As Mikhail Dvorkovich told RIA Novosti, he received the offer to head Board of Directors of the channel and agreed, but still formally it did not occur.

The cable TV channel A-One was started in 2005. Initially it specialized in alternative music, and since 2011 broadcast hip-hop and also popular music.

On April 21 it became known of purchase of 49% of A-One channel by Gazprom Media holding. On April 18 Roskomandazor granted Alternative Channel One LLC the mass media registration certificate with the name "TNT of Music". The A-One brand shortly stopped the existence.

According to Dvorkovich, the channel will replace a format and will become musical and entertaining. Domestic and foreign musical content will enter a grid of its broadcasting.

"It will be the different shows, some tenders, documentary and feature films connected with music i.e. all range of musical and entertaining television" — Dvorkovich told.

"Within the next weeks the broadcasting grid will be created, official statements on this subject will be already made until all in a preparation stage, but everything occurs already soon" — Dvorkovich promised.

Debt of 11 million rub, prohibition on departure from Russia

The brother of the Deputy Prime Minister Arkady Dvorkovich got to a databank of court ushers with a debt of nearly 11 million rubles. Announced the source familiar with a situation this TASS.

The representative of the Moscow department of FSSP Timur Korobitsyn in turn told the agency that departure abroad to the 38-year-old entrepreneur Mikhail Dvorkovich is limited.

"In UFSSP across Moscow on execution there are 10 enforcement proceedings concerning the debtor Dvorkovich Mikhail Vladimirovich, eight of which — debt collection in the amount of more than 10.8 million rubles" — Korobitsyn told. According to him, two more productions concern the obligation of the businessman "disprove the information spread in media untrue and discrediting a goodwill of claimants".

In management of department added that the debtor was properly notified on it and also on terms of voluntary fulfillment of requirements.

"But does not fulfill the obligations, on a registration address does not live and evades from an appearance on acceptance to court bailiffs" — Korobitsyn added.

Judging by information available in a databank of enforcement proceedings, on July 14, 2016 enforcement proceeding because of nonpayment of 10.5 million rubles was instituted against the entrepreneur (according to the decision of Dorogomilovsky Court of Moscow of January 16, 2012). Dvorkovich also did not pay three penalties of traffic police and two state fees, besides two more debts are registered for him (one — on credit payments, another — on taxes and fees). Total amount — 10.9 million rubles^[3].

Mikhail Dvorkovich says that he is ready to pay off a debt when there are means. He told about it to RIA Novosti.

"I know about such debt. In due time it appeared from behind problems with one of actions which was organized by my firm. It is an old story. I call up to police officers and is ready to pay off a debt as soon as money appears" — the 38-year-old entrepreneur noted.

Govorit Moskva radio stations Mikhail Dvorkovich reported that he intends to pay debt "in reasonable time".
