Biography

Was born in Vladikavkaz.

In 2007 graduated from the North Ossetia mining and metallurgical institute majoring in "Applied information science in economy, the Computational economist".

From 2004 to 2010 worked as the manager, the engineer, and in an effect the commercial director of Irtelekom company.

In 2010 the decree of the Governor of North Ossetia it is appointed to a post of the Chairman of the Committee of the Republic of North Ossetia-Alania on communication and information technologies (for November, 2014 committee on information technologies and mass communications).

2013-2014: Criminal case is brought and closed

On June 7, 2013 the prosecutor's office of North Ossetia announced starting criminal case in the relation Dzansolova according to Part 2 of Article 285 of the Criminal Code of the Russian Federation (abuse of office by the person holding the state position of the territorial subject of the Russian Federation) after conducting check of work of committee which he heads Is banished.

According to law enforcement agencies, in December, 2012 Dzansolov concluded on behalf of committee four government contracts with Macrobit company for the amount over 11 million rubles within implementation of the republican target program "Development of Information Society in the Republic for 2012-2014".

On their conditions Macrobit had to develop electronic services for the direction of requests when rendering 59 state services by local state agencies and also - 40 electronic services for the direction of the data which are at the disposal of state agencies and local government authorities of North Ossetia.

Afterwards the Chairman of the Committee signed delivery and acceptance certificates of the performed works and acceptance acts in operation of works on implementation of interdepartmental information exchange which were the basis for transfer Macrobit of money. At the same time, according to the Ministry of Telecom and Mass Communications, in the republic for test and productive operation the Committee registered only 4 electronic services.

In addition to Dzansolova Is banished criminal case was brought also concerning the CEO Macrobit Aslanbek Mayramukayev. Crime according to Part 3 of Article 159.4 of the Criminal Code of the Russian Federation (the fraud in the field of business activity committed in especially large size) is imputed to it.

In June, 2013, after the message about criminal proceedings concerning the chairman of IT committee of North Ossetia Dzansolova Is banished, the committee sounded the position concerning this incident.

Representatives of structure confirmed that in December, 2012 with "Mikrobit" four contracts with the company for development of electronic services according to the results of open auction were signed, and works were performed and accepted at the scheduled time. However works on further registration of the developed services and their output in production environment under the terms of the contract did not belong to duties of the contractor, note in IT committee.

"It is connected with the fact that there is a certain technique and an order of their registration. These works are in an area of responsibility of committee and the interested executive authorities, and are possible at accomplishment of some other actions, such as purchase of the server hardware, the organization of secure channels of connection with use of means of cryptographic information protection, acquisition of digital signature facilities by executive authorities, ensuring network connectivity of a regional data network with a federal segment SIEI and others", - representatives of IT committee of North Ossetia explain.

At the beginning of the current year at the request of UFSB on RSO-Alania the committee provided all information and materials connected with the conclusion of these contracts and results of the performed works. Besides, "exhaustive explanations concerning the organization of interdepartmental electronic interaction" were made to law enforcement agencies, add in IT committee.

Representatives of IT committee of North Ossetia also hoped for objective consideration by law enforcement agencies of the arisen questions and declared determination to render assistance that "dispel the arisen suspicions".

In connection with the Resolution on the termination of criminal case No. 12/2892 of 12/17/2014 concerning Dzansolov It is banished Vasilyevich by Investigation department of the Investigative Committee of the Russian Federation on RSO-Alania the criminal case provided by Paragraph 2 of Part 1 of Article 24 of the Code of Criminal Procedure of the Russian Federation, due to the lack in its actions of the corpus delicti provided by Part 2 of Article 285 of the Criminal Code of the Russian Federation is dismissed.
