2024: Sentence - 4 years of suspended imprisonment and a fine of ₽360 thousand for fraud in the supply of medical equipment for the Ministry of Defense of the Russian Federation

In December 2024, the Zamoskvoretsky District Court of Moscow sentenced the general director of Stroykhimproekt LLC Elena Lyakhovich to four years of suspended imprisonment and a fine of ₽360 thousand for especially large-scale fraud in the supply of a tomograph for the Russian Ministry of Defense.

According to Kommersant, the crime is related to a contract dated August 9, 2019 for the supply, installation and commissioning of a tomograph for the 9th medical and diagnostic center of the Ministry of Defense in Moscow worth ₽121,7 million. The customer was FSUE "Main Military Construction Directorate for Special Objects."

The investigation established that in order to circumvent sanctions and overestimate the value of the contract, the defendants attracted an intermediary - Partner Plus LLC, where Lyakhovich herself was the founder. The real cost of the tomograph was about ₽70 million.

The lenient sentence is due to the fact that the defendant fully pleaded guilty, compensated for the damage in the amount of ₽48 million and entered into a pre-trial cooperation agreement with the prosecutor's office. The case was considered in a special order.

The case also includes the chief accountant of Stroykhimproekt Viktor Bilko, who admits guilt in part, and the former general director of the Military Construction Company of the Ministry of Defense Andrei Belkov, who denies his involvement in the crime.

Belkov, who worked at the time of his arrest as an adviser to the head of the capital construction customer department of the Ministry of Defense, is charged with abuse of office in the execution of a state defense order. He denies the fact of overpricing when purchasing a tomograph and calls Lyakhovich's testimony perjury.

At the time of the crime, Belkov was in charge of FSUE GVSU for special facilities before moving to the Military Construction Company in 2021. The investigation into him and Bilko is ongoing.^[1]
