2022: Detention on charges of fraud worth 63 million rubles

On June 13, 2022, it became known about the detention of the general director of the Chelyabinsk company Medservice-region, which is suspected of fraud worth 63 million rubles when supplying CT scanners at an inflated price. This is reported by TASS with reference to a source in law enforcement agencies.

The agency does not give the name of the detainee. The publication 74.ru writes that we are talking about Elena Selishcheva. Her lawyer Sergei Lavrentiev confirmed the information and clarified that the entrepreneur was detained when she flew on a business trip. She has not yet been charged by June 14, 2022, Lavrentiev said.

Elena Selishcheva was already detained in connection with the criminal case on the purchase of tomographs at an inflated price, but she did not reach the election of a preventive measure then. The main person involved in the proceedings was the deputy head of the regional, Ministry of Health Alexander Kuznetsov who was detained after searches at the workplace in February 2022, and then taken into custody. In June 2022, it became known that he partially pleaded guilty, entered into an agreement on cooperation with the investigation and was released under house arrest. The current detention of Elena Selishcheva may be associated with the testimony of Kuznetsov, the lawyer representing the interests of the entrepreneur believes.

According to TASS, testimony against the general director of Medservice-Region was indeed given by Alexander Kuznetsov, who is accused of fraud and abuse of power. According to investigators, Kuznetsov, being the deputy minister, used his official powers contrary to the interests of the service, acting together with accomplices, concluded state contracts for the supply of X-ray computer tomographs for 141 million rubles. After that, he purchased this equipment at a deliberately inflated cost, stealing more than 63 million rubles from the budget.^[1]

2024: Prison sentence for fraud in the supply of CT scanners to the Ministry of Health of the Chelyabinsk Region

On February 29, 2024, the Central District Court of Chelyabinsk sentenced Elena Selishcheva, director of Medservice-Region. As part of the case of fraud in the supply of tomographs to the regional Ministry of Health, the entrepreneur received a term.

According to the case file, the accused in 2020 fraudulently stole money from the budget when supplying CT scanners at an inflated cost. It is alleged that Selishchev persuaded Deputy Minister of Health Alexander Kuznetsov to carry out the purchase, excluding the participation of certain suppliers. The deputy minister ensured the victory of the firms that were controlled by the entrepreneur, and organized the signing of four contracts for the supply of tomographs to hospitals in Zlatoust, Miass, Chebarkul and Chelyabinsk.

According to TASS, the damage as a result of fraud exceeded 85 million rubles. At the request of the Investigative Committee of the Russian Federation, the property of the accused was arrested for the specified amount. The entrepreneur was detained on June 13, 2022 - the security forces arrived at the airport for her. The prosecutor's office asked to appoint Selishcheva 10 years in prison, but in fact the sentence turned out to be milder.

Selishcheva was found guilty under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (large-scale fraud), part 4 of Art. 33, part 3 of Art. 285 of the Criminal Code (incitement to abuse of office). She was sentenced to imprisonment in a general regime colony for a term of three years conditionally with a probationary period of three years, the decree says.

Former Deputy Minister of Health of the Chelyabinsk Region Kuznetsov was previously sentenced to six years in prison with a trial period of four years for fraud in the purchase of tomographs. Charges were brought under Part 3 of Art. 285 of the Criminal Code (abuse of office).^[2]
