2024: Company director gets term for fraud

2023: Participation in the cartel in the procurement of medical equipment worth 737 million rubles

In early March 2023, the FAS Russia Administration for the Chelyabinsk Region announced the identification of a cartel in the procurement of medical equipment totaling 737 million rubles. In the conclusion of unacceptable "vertical" agreements, 19 companies from Chelyabinsk, Yekaterinburg, Moscow, St. Petersburg, as well as a number of other regions are suspected:

• Ural Company LLC;
• LLC MC "Nika";
• Orbimed LLC;

• Medproekt-Zauralye LLC;

• LLC "Rome 2020";
• Region-Service LLC;
• Medical Technologies LLC;
• MTM LLC;
• LLC "MS";
• IzhMedTech LLC;
• URAL MED RESERVE LLC;
• Medfarmservice LLC.

In relation to these companies, a case was initiated on the grounds of violation of Clause 2 of Part 1 of Article 11 of the Federal Law "On Protection of Competition," which prohibits agreements between competing business entities, if they lead or may lead to an increase, decrease or maintenance of trading prices. The first meeting of the commission to consider it is scheduled for March 15, 2023, the Chelyabinsk OFAS reported.

FAS reported on the identification of the cartel during the purchase of medical equipment in the amount of 737 million rubles

According to the antimonopoly authority, the cartel participants had a long financial relationship and, when participating in the auction, used a single infrastructure, the same IP addresses, and also used anti-competitive behavior models such as the waltz carousel and the only supplier. In the first case, the companies distributed the bidding in advance, and then, by submitting applications by at least two participants, provided imaginary competition. In the second, one of the participants deliberately refused to participate in the auction, ensuring the victory of the company, which made the first minimum price offer. The FAS said that in most purchases, the participants in the conspiracy reduced the initial price of contracts by 2-4%.^[1]

2022: Detention of Elena Selishcheva on charges of fraud worth 63 million rubles

On June 13, 2022, it became known about the detention of the general director of the Chelyabinsk company Medservice-region, which is suspected of fraud worth 63 million rubles when supplying CT scanners at an inflated price.
