Biography
Nikolay Vitalyevich Elistratov was born on July 12, 1958 in Moscow.
Earned the first money, being a senior, on vineyards near Novorossiysk.
There we with friends spent summer vacation, played soccer and earned additionally in local wine-making state farm |
Got the first managerial experience in family, bringing up the younger brother, and at school.
At school there were different Komsomol tasks, public actions, competitions, joint trips, campaigns - I was an active companion, brought together around myself many people. At institute the same, always was in epicenter of events |
In 1980 Elistratov graduated from economics department of MGIMO with three languages, including Arab.
1981-1993: Diplomatic work
After the termination of university Nikolay Elistratov went to work in the Ministry of Foreign Affairs and was sent to a business trip to Jordan where worked five years. Then there was a business trip, similar on duration, to Egypt. It in a conversation with TAdviser remembers the diplomatic activity so:
I directed group of foreign policy – it was necessary to coordinate efforts of certain specialists to create eventually the broad, detailed picture of our opportunities, obstacles and risks. For the diplomat it is important to understand the nature of processes which happen in the region in which you work. Reliable knowledge gives rise to the additional potential for interaction and strengthening of positions |
During operating time in Egypt Elistratov got a great number of good acquaintances from local population of different level - from dealers in the markets to Ministers of Foreign Affairs.
The same state minister of foreign affairs Boutros Ghali who became afterwards an UN Secretary General. With many of large figures in the Arab world there were very cordial relations. More, of course, as the relations of the senior companion with younger because I then was still absolutely young. But I personally knew Yaser Arafat, Muammar Gaddafi, Hosni Mubarak rather well |
In total in the MFA Elistratov worked 12.5 years, having left in May, 1993.
When the business trip in Egypt ended, I arrived to Moscow. Times were heavy, salaries were very low. At me by then already was two children - the boy and the girl not of the smallest age. Therefore there was a question of their study. But in those days rotation went very quickly. Within a year I had to leave somewhere. And not in all countries there are Russian schools. I did not want to leave children to parents and could not. There was no place go therefore I with regret wrote the withdrawal letter |
Work in the MFA, especially the last two-three years, was madly interesting, Elistratov in a conversation with TAdviser remembers.
Already at early age I had rather high diplomatic rank and direct access to information. That information which passed through me was interesting from all points of view. That case when you clearly feel pulse of the taking place events and, let a little remotely, but you participate in adoption of important solutions |
1993-2009: Business
Having left the MFA, Nikolay Elistratov within 1.5 years worked as the project manager in Ernst & Young. After that it was invited in Aquarius company.
It was the first Russian company which among other projects created domestic assembly production of computers in Shuya, - he tells. - I was the board member of holding and the director of investments. Then my immersion in IT began |
After Akvarius Elistratov was a cofounder of two more IT companies.
In 2009 we won competition and made research about possible perspectives of reorganization of infrastructure of the Pension fund under new tasks. And in the 2010th I was invited to work in RPF |
2010: Pension fund
Since 2010 Elistratov held a position of the adviser to the Chairman of the Board of the Pension Fund of the Russian Federation Anton Drozdov.
At the same time on June 28, 2010 Triadem company founded by it received the contract for creation and implementation "the complete solution on planning and expense control on financial and logistics of the current activity of RPF and its territorial authorities". The amount — 41.7 million rubles. By the fall of 2010 Elistratov left the list of founders of Triadem company (where it possessed not less than 24%)[1].
In 2011 it was appointed the vice chairman of the board. An area of responsibility - IT, state services, information security.
In the IT industry I had many acquaintances from private business. With respect thereto at the first stage it was quite difficult, it was necessary to remove all those with whom I worked earlier to avoid a conflict of interest, - he tells |
Creation of AIS RPF-2 became the key project of a team of Elistratov in RPF in 2011-2016:
We wrote the concept of AIS RPF-2 together with consultants all 2011. Then creation of a system began, and at the end of 2016 - the beginning of 2017 its industrial start starts, - Elistratov said TAdviser with the vice chairman of the board of the Pension Fund of the Russian Federation Nikolay Elistratov in an interview of TAdviser in October, 2016 |
According to him, differ in the AIS of RPF of the first and second generation cardinally:
The first was exclusively internal, practically did not communicate with the outside world, issued the reporting and statistics on pensions, on administration. A system worked for statistics, the budget. At a boundary of 2012 all model of the electronic government in Russia began to be developed. It entailed changes and in our actions. There was an external circuit – a subsystem of external interaction. AIS RPF-2 is in many respects ground on external interaction through EPGU, through SIEI. At us there is a lot of services therefore we are connected with many departments an extensive infrastructure network. And the general in the first and second systems the fact that they are connected by an ideological rod – the personified accounting. On it all history of the Pension fund is tied |
2017: Dismissal from RPF
Since March 1, 2017 Nikolay Elistratov leaves the Pension fund what he announced TAdviser on February 20. A reason for leaving - completion of large-scale IT transformation of fund with start in commercial operation of AIS RPF-2.
When I came to the Pension fund in 2010, it was offered to me to implement the chairman of the board very difficult task - to gather a professional team of adherents, to write the concept of creation of AIS RPF-2 and to bring it into commercial operation, - Elistratov explains. - Since January 1, 2017 we started a system. In it there is a big component – a podsisistema of external interaction, a modern technology window for communication in an external circuit, with all federal bodies. We passed to flat network in infrastructure, began to be engaged in import substitution, came to the new work connected with our client services, and these are 2720 points of presence in regions. We centralized and unified interaction with regions, created a personal account of the insured person – one of the most capacious in Russia supporting 51 electronic services and many answers to the questions connected with provision of pensions. The big stage was completed. Now it is necessary to think what to do next |
Elistratov told TAdviser that one whereas the command of the IT block consisting from more than 200 employees continues to work leaves. The decision on the successor, according to him, is not accepted yet.
Long Nikolay Elistratov is not going to have a rest after dismissal:
I will look for for myself something very interesting. I will not agree to anything small. There is a lot of ideas and forces. Would like to be engaged in large-scale, unique projects |

What three words characterize you as professional?
Disciplined, structured and the innovation.
What most of all irritates you (in itself, in others, in life in general)?
Most of all the lack of an opportunity to self-actualize, express to Ya. Eto a question of freedom of choice irritates. I very much love initiative people who can make 1000 mistakes, but after that make something disruptive. Such I try to keep in the environment unlike those who will not do anything and will not make mistakes. Always I feel safe in an environment of professionally strong deputies and assistants.
How do you cope with anger?
I try to heat it in myself. During my youth and growing I learned to constrain in myself emotions. Someone, for example, can throw a chair. At me neither in family, nor at work of it does not happen. From me nobody hears abuse. In a personnel management system, in my opinion, methods of belief are more efficient, than methods of a mushtra and orders.
What your most favourite music?
Beatles.
What would you be engaged in if it was not necessary to work?
If the financial support allowed me not to work, I would take care of children. I love children, and they always listen carefully to me even if them one thousand people will gather around. I had a rich experience of management of collectives as the CEO of huge industrial holding in which 120 thousand people worked. And I often acted at the plants in situations when did not pay people salary till several months. I am able to talk to people, to convince. Especially in situations when I know that I am right.
