Biography
In 1997, Gulzhan Fakhrutdinova graduated from Kurgan State University. Then she worked as a computer science teacher at school.
Since 2018, she served as Deputy Director for Information and Educational Technologies of the Kurgan Technological College named after Hero of the Soviet Union N.Ya. Anfinogenov.
2019: Acting Head of IT and Digital Development Department, Kurgan Region
In July 2019, Gulzhan Fakhrutdinova was appointed Acting Director of the Department of Information Technologies and Digital Development of the Kurgan Region. According to the website of the regional government, she was selected from the governor's personnel reserve. In 2018, Fakhrutdinova got there as a finalist of the Leaders of the Trans-Urals management competition.
The Department of IT and Digital Development is new: it was created by a decree of the government of the Kurgan region in December 2018, shortly after the appointment of Vadim Shumkov as acting governor as the new head of the region.
One of the priority tasks set by the new head of the Kurgan region before the department is to strengthen work on high-quality coverage of the Internet and cellular communications in the region within the framework of the Digital Economy program.
Vadim Shumkov also focused on the training of personnel necessary for the development of the digital economy, and suggested doing this, starting from school. On his initiative, in April 2019, the first programming school was opened in the Kurgan region, which is supervised by the regional Center for Entrepreneurship Support. Gulzhan Fakhrutdinova also took part in the creation of the school, judging by media reports.
Prior to Fakhrutdinova, the position of acting director of the department was held by Vyacheslav Galaktionov, deputy head of the government apparatus and head of the IT department.
2021
Appointment as Director of IT and Digital Development Department, Kurgan Region
At the end of November 2021, Gulzhan Fakhrutdinova was appointed Director of the Department of Information Technologies and Digital Development of the Kurgan Region. Prior to that, she headed the department as interim head.
According to the press service of the Government of the Kurgan Region, under the leadership of Gulzhan Fakhrutdinova, the regional department of information technologies and digital development will continue to solve the problems of implementing the national program "Digital Economy of the Russian Federation," connecting settlements in the region to high-speed mobile Internet, implementing IT projects, introducing electronic services, including an increase in the number of services that citizens can receive on the Unified portal of public services.
According to "Ura.ru," in November 2021, Gulzhan Fakhrutdinova went to the forum in St. Petersburg together with the Deputy Governor of the Kurgan Region Oksana Kutashi, who is responsible for personnel issues in the government. Portal sources believed that this could affect Fakhrutdinova's increase.

By November 2021, five regional projects are being implemented in the Kurgan region within the framework of the national program "Digital Economy" under the leadership of Gulzhan Fakhrutdinova:
- "Information infrastructure" - providing access to the Internet for socially significant objects: polyclinics, feldsher and feldsher-obstetric points, educational institutions;
- "Information Security" provides for the transition to the use of domestic software in state and municipal organizations;
- "Digital Public Administration" is focused on the digital transformation of electronic state and municipal services;
- according to the project "Personnel for the digital economy," by the end of 2024 it is planned to train 295 employees of authorities and subordinate institutions for competencies in the field of digital transformation of state and municipal administration;
- The Digital Technologies project is aimed at creating conditions for the digital transformation of the region's business.[1]
115th place in the ranking of regional IT officials in terms of income
For the period from January 1, 2021 to December 31, 2021, the income of the Gulzhan Fakhrutdinova family amounted to 3.2 million rubles. The official's personal income is 2,282,658 rubles (including income from the sale of real estate and funds received by donation from close relatives), the income of family members is 896,708 rubles. As a result, 115th place in the ranking of regional IT officials by income for 2021 according to CNews Analytics[2].
