2023: Charge of embezzlement of 26 million rubles from compulsory medical insurance funds

The Office of the RF IC for the Tomsk Region is investigating a criminal case against the director, head physician and oncologist of the Sante private clinic. The press service of the department announced this on August 31, 2023.

According to the investigation, the director of Sante LLC, which has a license to provide medical services, entered into a criminal conspiracy with the chief physician and oncologist of the specified institution about the theft of budget funds. To do this, the oncologist prepared invoices for the payment of medical care provided to the insured persons, while including in these documents information about cases of actually not provided medical care due to the lack of appropriate medicines at the disposal of the Company.

The chief physician, being aware of the absence of drugs, concealed the facts of violations committed by the oncologist and handed over deliberately inaccurate documents to the Director of the Company, who, using his official position, approved and sent the documents prepared by the oncologist to the insurance medical organizations of the Tomsk Region, the ICR reported.

The defendants realized that in the period from 2021 to 2022, there were no medicines on the balance sheet of the medical center to provide qualified care to patients suffering from cancer, information about which they entered into invoices for medical care, as a result of which the Company had no legal grounds for receiving insurance payments. As a result of these actions of the accused, the budget of the Tomsk region suffered damage in the amount of more than 26 million rubles.

The defendants in the criminal case were charged with committing a crime under Part 4 of Art. 159 of the Criminal Code of the Russian Federation, they did not plead guilty. At the request of the investigator, the court chose a preventive measure against the accused in the form of detention.

As RIA Tomsk clarifies, the Kirovsky District Court of Tomsk detained the owner and director of the Sante clinic, Ekaterina Felzinger.^[1]
