2010-2016

2025: Arrest in major bribe case
On April 28, 2025, it became known that the Basmanny District Court of Moscow arrested the general director of the Federal State Institution (PKU) "Tax Service" Roman Filimoshin and his deputy Dmitry Shalaev. The leaders of this organization, subordinate to the Federal Tax Service (FTS), are suspected of receiving a large bribe.
"Tax-service" was registered in 2001, and since 2011 its founder is the Federal Tax Service. The institution provides organizational, technical and information support for the activities of the Federal Tax Service and its territorial bodies. For this, an extensive system has been created throughout Russia, which includes three data centers and 79 branches. Tax-Service, among other things, is responsible for mass printing and distribution of tax notifications, centralized entry of tax and accounting reporting data, operation of a contact center, archival storage of documents, technical support for maintaining federal information resources, etc.
According to the Kommersant newspaper, having entered the structure of the Federal Tax Service, Tax-Service has become a regular participant in public procurement as a customer of various services and goods. Among the largest suppliers of PKU are FSUE Russian Post and SysSoft LLC. Since 2012, the volume of purchases of Tax Service amounted to almost 236 billion rubles.
According to the publication, the investigation against Filimoshin and Shalaev is connected with receiving a bribe on an especially large scale from one of the business partners for continuing cooperation. The case was initiated under Part 6 of Art. 290 of the Criminal Code of the Russian Federation, which provides for punishment in the form of imprisonment for a term of 8 to 15 years with a fine of up to 70 times the amount of a bribe.[1]
