2022-2023
Pavel Firsov was appointed head physician of the Central City Clinical Hospital of Ulyanovsk in March 2022, resigned of his own free will in May, but returned to his post in August, while heading the Terengul Central Regional Hospital. In September 2023, he was nominated for deputy of the regional legislative assembly from the Communist Party, but took second place.
2024: Detention in a bribe case
In May 2024, chief physician Central City Clinical Hospital of Ulyanovsk Pavel Firsov was detained on suspicion of taking a bribe. According to the investigation, Firsov was given a bribe in a significant amount - 42 kg of meat. In addition, the entrepreneur planned to transfer 100 thousand rubles to the head physician for the right to place a retail outlet on the territory of a medical institution. The investigation suspects that the bribe was intended to provide an opportunity for trade on the territory of the hospital without competitive procedures.
Pavel Firsov denies all charges, stating that the meat was purchased for his family at a price of 350 rubles per kilogram and that he did not take bribes. He claims that the money for meat (14.7 thousand rubles) was transferred to the seller, and the provision of space on the territory of the hospital is carried out only on a competitive basis, which he cannot influence.
By the way, together with Firsov on this day, the deputy chairman of the regional legislative assembly Ramil Khakimov and his cousin, director of Agro-Trade LLC Ruslan Sanatullov were detained. The arrests took place in the area of Victory Park, where Firsov's car was searched, in which the meat was found. All three were released on recognizance not to leave.
The Investigative Department of the TFR in the Ulyanovsk Region opened a criminal case under Part 2 of Art. 290 of the Criminal Code of the Russian Federation (taking a bribe in a significant amount), which provides for up to six years in prison.
The Minister of Health of the Ulyanovsk Region Yury Kelin said that the ministry will conduct its internal audit in this case. It will be possible to make a decision to remove the head physician from work only based on the results of the investigation.
The investigation continues by mid-May 2024, the investigating authorities find out all the circumstances of the case, including possible conflicts of interest and compliance with competitive procedures when placing retail outlets on the territory of the hospital.[1]
