Yury Kelin was born on December 9, 1975 in the city of Ulyanovsk.
Education
In 1993 he entered the medical faculty of Ulyanovsk State University. In 1999 he graduated with a degree in medical medicine. He has additional specialization in "therapy," "psychiatry," "psychiatry-narcology," "organization of health care and public health."
Career
2000-2013
In 2000-2003 worked as a senior sanitary doctor at the Center for Sanitary and Epidemiological Surveillance at the UIN of the Ulyanovsk Region.
From 2003 to 2017 worked as the head of the Center for Psychophysiological Diagnostics of the FKUZ "Medical and Sanitary Unit MINISTRY OF INTERNAL AFFAIRS Russia in the Ulyanovsk Region."
In 2004 and 2013 took part in counter-terrorist operations in the territory of the Chechen Republic and the Republic of Ingushetia.
2017-2020
In 2017, he was appointed deputy chief physician for the medical department of the Ulyanovsk Regional Clinical Narcological Hospital.
In 2020, he took the post of chief physician of the Central Clinical Medical Unit named after Honored Doctor of Russia V.A. Egorov.
2024: Appointment as Head of the Ministry of Health of the Ulyanovsk Region
On April 10, 2024, it was announced that Yury Kelin was appointed the new head of the Ministry of Health of the Ulyanovsk Region.
According to Kelin, a large-scale audit awaits the regional health care system - first at the local level, after which federal experts will be involved.
