Golovchenko Novel Aleksandrovich

Roman Aleksandrovich Golovchenko was born on August 10, 1973 in the city of Zhodino, Minsk Region, Byelorussian SSR.

Education

In 1996 he graduated from the Moscow State Institute of International Relations of the Ministry of Foreign Affairs of the Russian Federation (MGIMO MFA of Russia) with a degree in international relations.

In 2003 he graduated from the Academy of Management under the President of the Republic of Belarus with a degree in economics and management of foreign economic activity.

Biography

1997-2002

In 1997-2002 he worked as the chief specialist of the State Secretariat of the Security Council of the Republic of Belarus.

2002-2006

From 2002 to 2005 - Deputy Head of the Department of the General Prosecutor's Office of the Republic. In 2005-2006, he was the chief adviser to the foreign policy department of the administration of President of Belarus Alexander Lukashenko.

2006-2009

From 2006 to 2009, he served as chief adviser to the department of cooperation in the field of international security, chief adviser to the department of international security of the State Secretariat of the Security Council of the Republic of Belarus.

In July - December 2009, he worked as an adviser-envoy of the Belarusian Embassy in Poland.

2018

Until August 2018, he was Ambassador Extraordinary and Plenipotentiary of Belarus to the UAE, as well as to Qatar, Kuwait and Saudi Arabia (part-time).

On August 18, 2018, by decree of the President of Belarus Alexander Lukashenko, Roman Golovchenko was appointed chairman of the State Military-Industrial Committee of the republic.

2020: Appointment as Prime Minister of Belarus

On June 4, 2020, the president Belarus Alexander Lukashenko appointed a new chairman of the government. It was Roman Golovchenko, as Prime Minister Golovchenko was replaced by Sergei Rumas, whose government was dismissed on June 3, 2020.

2025: Appointment as Head of the National Bank of Belarus

President of Belarus Alexander Lukashenko on March 10, 2025 appointed a new head of the National Bank of the Republic. Roman Golovchenko, who previously served as the country's prime minister, became the chairman of the board of the National Bank.

According to BelTA, the head of state stressed the importance of this appointment, noting that Golovchenko has always advocated more active participation of the banking system in economic processes. Lukashenko expressed the hope that the new head of the National Bank, together with the government, will be able to resolve a number of economic issues related to financing.

The head of state also noted that the work as prime minister is extremely stressful, and a long stay in this position can negatively affect the effectiveness of the leader. According to Lukashenko, the change in the field of activity will allow Golovchenko, without reducing the workload, to apply his experience in a new area.

Roman Golovchenko considers the key task to maintain the stability of the financial system under the current Western sanctions.
