Biography

Was born on July 31, 1960 in the village of Tolstikhino of Uyarsky district of Krasnoyarsk Krai, Russia.

Education

1982 - graduated from the Krasnoyarsk polytechnical institute as "A mechanical engineer of cars and an automobile economy".

1994 - graduated with honors from Russian Interior Ministry Academy.

Career

Since 1982 - worked in law-enforcement bodies of the Ministry of Internal Affairs of the USSR, having begun work at a position of the militiaman of police station of the city of Artemivsk (Krasnoyarsk Krai).

1983 - it is transferred to a position of the state traffic inspector in department of GAI of Kuraginsky Department of Internal Affairs of Krasnoyarsk Krai.

1987 - 1990 - the chief of OGAI. It was soon appointed to the position of the deputy chief on prevention of Kuraginsky Department of Internal Affairs.

1994 - it is appointed to the position of the deputy chief of Department of Internal Affairs of the Sverdlovsk district of the city of Krasnoyarsk - the chief of militia of public security.

1997 - it is transferred to a position of the chief of the ATC of the city of Krasnoyarsk.

In December, 2002 - it is appointed to the position of the deputy chief of the Municipal Department of Internal Affairs of Krasnoyarsk Krai - the chief of militia of public security.

February, 2005 - it is appointed to the position of the chief of the Municipal Department of Internal Affairs of Krasnoyarsk Krai.

On October 23, 2010 - it is appointed to the position of the chief of the Municipal Department of Internal Affairs of Stavropol Krai^[4].

On March 29, 2011 - it is appointed to the position of the chief of GUMVD of Russia for Stavropol Krai.

On June 11, 2011 - by the decree of the President of Russia Dmitry Medvedev it is appointed to the position of the First Deputy Minister of Internal Affairs of the Russian Federation^[5].

Job responsibilities

Supervises work of divisions on ensuring protection of public order, private security, on security of large international and mass sporting events and also on providing special troops and aircraft. Besides, controls inquiry, Federal State Institution "Okhrana research center and the centers of special troops^[6].

Gorovoy repeatedly came out in official journeys to the territory of North Caucasus region for accomplishment of special tasks.

On March 22, 2012 - checked readiness of law-enforcement bodies for the APEC summit - 2012, held personal reception of citizens, meetings with the mayor of Vladivostok, the governor of Primorsky Krai, met representatives of the Far East Directorate of the Ministry of regional development, employees of management personnel of the Ministry of Internal Affairs of the Russian Federation across Primorsky Krai, representatives of public organizations and mass media^[7].

On July 18, 2012 - GUOOOP of the Ministry of Internal Affairs of the Russian Federation in 6 months 2012^[8] participated in a meeting on summing up work ^[8].

On August 30, 2012 - visited Khabarovsk where held several meetings with local police officers with a working visit. The program of stay of the visitor included holding an interdepartmental meeting in the video conferencing mode under the chairmanship of the Deputy Prosecutor General of the Russian Federation Yury Gulyagin for a question: "A status of work on identification and elimination of the reasons and conditions promoting repeated commission of criminal actions in the FEFD" and also a meeting with participation of heads, staff of divisions of the Regional Office of the Ministry of Internal Affairs of Russia on Khabarovsk Krai subordinated territorial authorities of the Ministry of Internal Affairs of the Russian Federation on a question: "About the course of reforming of law-enforcement bodies and further perspective in the system of the Ministry of Internal Affairs of the Russian Federation"^[9].

On September 14, 2012 - was involved in the International battle exercises (BE) of rapid-reaction forces of counter-narcotics departments and law-enforcement bodies (LEB) of member states of the Collective Security Treaty Organization (CSTO) under a code name of "GROM-2012"^[10].

On November 10, 2012 - participated in solemn wreath-laying to a monument "Grateful Russia - to soldiers of law and order, the dead at execution of an office debt", at Trubnaya Square in Moscow^[11].

Scientific activity

June 6, 2012 - Alexander Gorovoy and his spouse submitted the statement of claim to Nikulinsky district court of Moscow, requiring from Management on Operation of Housing Stock Federal State Institution of the Presidential Property Management Department of the Russian Federation to transfer it to the possession the apartment on Michurinsk the avenue of the capital.

According to media, Gorovoy, leaving Krasnoyarsk Krai where he held a post of the chief of the Municipal Department of Internal Affairs, left the apartment there. Having moved to the capital, the general issued donation of this living space to the state, having received in exchange the office apartment in the elite residential complex "White swan", but already under the agreement of social hiring. Now the lieutenant general asks court to recognize this transaction feigned and to issue it as the agreement of exchange to receive office housing in Moscow in the property^[13].

Marital Status

He is married, there is a daughter^[14].
