Biography

Marianna Hartsy (Tolkachyova) was born on April 8, 1968 in the city of Voronezh.

In 1990 graduated from the Belarusian state university, faculty "Applied mathematics". Also has music education on a piano class.

From 1990 to 1995 worked as the programmer at research institute of electronic computers (NIIEVM Minsk).

Business activity

From 1995 to 2014 was engaged in business activity.

In 2011-2013 together with Philip Vshivkov in equal shares was a co-owner of the Finatek company releasing the software product for automation of financial planning and control in the state departments and subordinated organizations.

As of 2018 Finatek for 75% belongs to Philip Vshivkov, for 25% - to Andrey Yaroshchuk. On the website of the company it is told that in 2014 the company redeemed the exclusive rights to all created products from the previous owner.

Chief information officer of FASO

In 2014 Marianna Hartsy got a job in the Federal Agency for Scientific Organizations (FASO), having become the deputy head of department of information technologies and data protection.

FASO created in 2013 was engaged in network management from more than 1000 scientific institutions, earlier being under authority of the Russian Academy of Sciences.

On May 18, 2015 Marianna Hartsy was appointed to the position of the head of department of information technologies and data protection of FASO in which worked up to liquidation of FASO in 2018.

Chief information officer of Ministry of Science and Technology

In July, 2018, according to TAdviser, Hartsy it was appointed the director of IT department of the newly created Ministry of science and the higher education of the Russian Federation to whom a part of powers of the Ministry of Education and Science and function of the abolished FASO departed. The ex-head of FASO Mikhail Kotyukov became the head of the new ministry.

In 2019 Marianna Hartsy left from this position. Instead of it the ministry decided to appoint the director of the department of Anthony Shvindt.

At the end of 2017 Marianna Hartsy declared income in the amount of 2.49 million rubles. In its property there was an apartment of 105.5 sq.m. and the parking place of 13.8 sq.m.

In 2016 income was 2.7 million rubles, in 2015 - 2.49 million rubles, in 2014 - 3.48 million rubles, in 2013 - 1.8 million rubles. The property was all these years the same, as in 2017.
