Biography

2019

Anthony Schwindt was born in Moscow on August 30, 1986.

In 2009, he graduated from the Gubkin Russian State University of Oil and Gas with a degree in Process and Production Safety.

In 2009-2010 worked as a leading inspector for interaction with employers in the Department of Labor and Employment of the city of Moscow.

Since 2010, he was Deputy Director of the Center for Regional Development Programs of MIPT. In addition, in 2010-12 he worked at MIPT at the Department of Radio Electronics and Applied Informatics.

From 2012 to 2013 he taught economic disciplines at the PRUE. G.V. Plekhanova. From the same year to 2014 he was the chief expert specialist, consultant, deputy chief of department of the Federal Agency for Youth Affairs.

In 2013, Anthony Schwindt was awarded the rank of adviser to the state civil service of the Russian Federation of the 3rd class. In the same year he graduated from the Plekhanov PRUE with a degree in state and municipal administration.

In 2014, he served as assistant professor of psychology and pedagogy at the Moscow State University of Technology and Management named after K. G. Razumovsky (MGUTU).

After that, he moved to the position of head of the monitoring and analysis department at the Federal Service for Supervision in Education and Science, where he worked until 2015.

Since 2015 - lecturer at the Department of Information Technologies and Management at MIPT. In 2015, he also became chairman of the coordinating council of the All-Russian public organization "For Quality Education."

From 2017 to 2018 - Advisor to the Director of the Department - Deputy Administrator of the Priority Project of the Ministry of Education and Science of the Russian Federation.

In 2018, he was the director of the MIPT Center for Innovative Educational Technologies.

Also since 2018 - coordinator of directions in the project office for the implementation of the Digital Economy program and columnist in the weekly magazine Profile.

2019

Since 2019, he has been the coordinator of the project office for the implementation of the Digital Economy national program at the Analytical Center under the Government of the Russian Federation.

In 2019, he was appointed Director of the Center for Digital Transformation of Education at the Higher School of Economics.

In 2019, Anthony Schwindt defended his thesis.

Appointment of the acting director of the department of IT Ministry of Education and Science of the Russian Federation

In September 2019, TAdviser became known that Anthony Schwindt will deal with digital development in the Ministry of Education and Science. This was reported to the portal by a source familiar with the activities of the department, and confirmed by a source in the Ministry of Education and Science. As of September 19, the process of registering Schwindt for the post of director of the department was underway, said one of the interlocutors of TAdviser.

Anthony Schwindt explained to TAdviser that he will be engaged in digital development as director of the existing information technology department. It was not planned to rename it at that time. It was previously led by Marianne Hartius.

The direction of digitalization in the department was previously supervised by Denis Solodovnikov, who on September 11 filed a letter of resignation from the Ministry of Education and Science in connection with his transfer to work in the government of Sevastopol. Shortly before leaving the department, he spoke in an interview with TAdviser about the key goals and objectives of the ministry in the field of digitalization of education for the near future. These include, in particular, the creation of two digital educational platforms. The first is an integration platform for continuing education, the second is a modern digital educational environment.

The Ministry of Education and Science had to design these platforms together with the Ministry of Digital Development: to determine a single architectural space of existing and created solutions, to develop a concept and a roadmap for development. It was decided to fulfill the development tasks after the design, namely in 2020.

2020

Director of the Department of Digital Development of the Ministry of Science and Higher Education of the Russian Federation

On April 27, 2020, Anthony Schwindt was appointed Director of the Digital Development Department of the Ministry of Science and Higher Education of the Russian Federation. In this capacity, he oversaw the digital transformation of the field of science and higher education.

Anthony Schwindt worked in this position until July 2020. In August, Alexander Skvortsov took over as director of the digital development department of the Ministry of Education and Science.

Director of the Institute for Digital Development of Science and Education

On August 31, 2020, Anthony Schwindt told TAdviser that he moved to work as director of the Institute for Digital Development of Science and Education. According to him, this is a new institute created on the basis of RUDN University, which will be engaged in research activities in the field of digitalization of science and higher education.

The institute will conduct research on the basis of which to offer solutions for business, educational organizations and authorities.

As the director of the new structure, the former director of the digital development department of the Ministry of Education and Science will focus on strategic projects: the development of industry architecture, data policy, and technical policy.

The Minister of Science and Higher Education Valery Falkov over the past year publicly gave not so many assessments of the current level of digitalization of the industry. In May 2020, for example, he stated that the transition to a remote work format was uncontested, and in most Russian universities it was generally successful. In his opinion,[1] coped with this challenge[2]. At the same time, the minister noted at the same time that the information infrastructure of many Russian universities was unprepared for the transition of the educational process online during the coronavirus epidemic in the country. In his opinion, the "imperfection of national digital platforms and services for organizing educational activities in a remote format" played a role in the Ministry of[3].

By the beginning of the pandemic, only 11% of educational institutions had the necessary digital infrastructure to conduct the educational process in an online format. Communication problems systematically arose, it was necessary to rebuild to a completely different supply of educational material. The situation that arose showed a request for a significant digital transformation of higher education, - later, in July, Minister[4] spoke[5].
