Biography

Born in 1963. He graduated from the Law Faculty of Moscow State University. M.V. Lomonosov in 1986.

Career

From 1986 to 1989 he taught at the Faculty of Law and Economics of Karaganda State University (Kazakhstan). He graduated from the graduate school of the Russian University of Friendship of Peoples named after P. Lumumba in 1992. Candidate of Law.

From 1992 to 1996 he worked in commercial banks, headed legal services.

From 1996 to 2002, he served as Director of Legal Services, Partner Director, Deputy General Director, Head of Tax and Legal Consulting at RSM Top Audit.

Later he worked in the Moscow Bar Association "Ibragimov, Kagan and Partners."

He began his work at MTS in 2006 as Director of the Legal Department, then was appointed Director of Legal Affairs.

Since 2008, Vice President for Corporate and Legal Affairs of MTS PJSC, member of the Management Board - since 2007.

For 2017, member of the Management Board, Vice President of the Association of Corporate Lawyers of Russia (OKUR), Senior Director of the Association of Independent Directors, Chairman of the Management Board of the National Payments Council Association. Member of the Expert Council under the Committee of the State Duma of the Russian Federation on Information Policy, Information Technology and Communications, the Commission of the Russian Union of Industrialists and Entrepreneurs (RSPP) on Communications and IT Technologies, the Russian Bar Association and the Association of Antimonopoly Experts.

Member of the Corporate Governance Committee under the Board of Directors of MTS PJSC, Boards of Directors of Higher School Publishing House, Prosveshchenie Publishing House, Doctor Nearby LLC.

In 2017, he was appointed head of the Regulatory Regulation working group within the framework of the Digital Economy state program.

In July 2019, Ruslan Ibragimov, Vice President for Interaction with State Authorities and the Public, renewed his membership in the board of MTS PJSC.
