Igor Petchin was born in 1974.

Education

In 1997 he graduated from the Faculty of Medicine of the Arkhangelsk State Medical Academy, then underwent internship training on the basis of the First City Clinical Emergency Hospital with a degree in surgery.

Career

1998-2012

He began his career in 1998 as a surgeon in the Sysolsky Central District Hospital of the Komi Republic. Subsequently, he worked as a doctor in the Department of Operative Endoscopy and the Department of Internal Affairs of the First City Clinical Hospital of Arkhangelsk, chief specialist in organizational work in the Department of Health (technical supervision department of the Arkhangelsk Regional Clinical Hospital), and chief doctor of the Arkhangelsk Center for Physical Therapy and Sports Medicine. AOKB JSC began working as the chief physician of GBUZ in December 2012.

2022: Appointment as head of the health department of the Oryol region

In early October 2022, it was announced the appointment of Igor Petchin to the post of head of the health department of the Oryol region. The corresponding order was signed by the governor of the region Andrei Klychkov.

The post of head of the Department of Health in the Oryol Region remained vacant after Stanislav Shuvalov left office in early September 2022. Since then, the regional government has been discussing who to appoint to this position. Sources of the Oryol News publication close to the governor's administration noted that the head of the region offered the medical community to choose the person they would like to see at the head of the department.

In particular, another source says, the candidates of the current head physician of Polyclinic No. 2 Pavel Sergeyev, who has developed good relations with the governor, as well as Konstantin Bobrakov, were considered. The latter has already headed the department of health under the governor Alexander Kozlov.[1]

2026: Appointment as Minister of Health of Vologda Oblast

On March 11, 2026, Igor Petchin was appointed Acting Minister of Health of the Vologda Region. The corresponding order was signed by the governor of the region Georgy Filimonov.

Igor Petchin headed the Ministry of Health of the Vologda region

According to the governor, Petchin's candidacy was approved on the recommendation of the Minister of Health of Russia Mikhail Murashko. Petchin will have to oversee the solution of a number of complex tasks, including the organization of uninterrupted preferential drug provision, modernization of infrastructure, updating equipment in hospitals and clinics, the introduction of digital services and personnel issues. The main goal of the upcoming work is to improve the quality and availability of medical services for residents of the Vologda region.[2]
