2024: Arrest in bribery case in digital signage deliveries to schools

In mid-September 2024, it became known that law enforcement officers detained the former first deputy chairman of the Moscow Region government, Ilya Bronshtein. The official was arrested in the case of bribes in the supply of digital panels to schools.

According to the Investigative Committee, Bronstein through an intermediary - rector of the Corporate University for the Development of Education (KURO) Andrei Lubsky - received a bribe from the general director of the company in the amount of 25 million rubles for ensuring unhindered participation in the tender for the purchase of interactive panels in educational organizations of the Moscow region, unhindered signing of acts of work performed and their timely payment, as well as for general patronage and connivance in the service.

According to the Kommersant newspaper, Irina Savenkova, general director of the Enlightenment-Region trading house, became the alleged bribe-giver. The amount of the contract amounted to 742 million rubles. Bronstein and Lubsky are accused of committing crimes under Part 6 of Art. 290 of the Criminal Code of the Russian Federation and Part 4 of Art. 291.1 of the Criminal Code of the Russian Federation (taking a bribe on an especially large scale and mediation in this).

After information about possible corruption by Bronstein was brought to the leadership of the Moscow region, the official, who has held various positions in the regional government since 2018, was dismissed. Interrogations, searches and examinations are carried out in the criminal case. In particular, Kommersant reports that Bronstein's searches found significant amounts of money and luxury goods. He will be checked for involvement in other corruption crimes, and assets will be arrested. The accused face from 8 to 15 years in prison with a fine of up to 0.5 billion rubles.[1]
