2025: Sentence - 5.5 years in prison for embezzlement of 300 million rubles

The Tushinsky District Court of Moscow on February 18, 2025 issued a verdict in the case of embezzlement of budget funds allocated by the Central Research Institute "Electronics." Former deputy head of the radio electronics department of the Ministry of Industry and Trade Anton Isaev received a suspended sentence of 5.5 years in prison. In December 2025, the Moscow City Court overturned the decision on a suspended conviction and sentenced Isaev to imprisonment for 5 years and 6 months.

The case in question was opened in 2020. According to the investigation, Isaev participated in the embezzlement scheme of more than 300 million rubles allocated by the Ministry of Industry and Trade as subsidies. In particular, it was established that the Central Research Institute "Electronics" spent this money on the conclusion of dubious contracts for the provision of "consulting services in the field of marketing research" and "expertise of investment projects of organizations of the military-industrial complex." The contractors within the framework of these works were PJSC Akvaservis and NPO Kadetek. However, the effectiveness of the completed state contracts turned out to be extremely low, which was regarded as theft of state funds.

For Anton Isaev, the court did not find an alternative preventive measure

According to the case file, Isaev entered into fictitious contracts with one-day firms. Subsequently, budget money was withdrawn through them, allocated as part of the support for the implementation of the state program "Development of the electronic and radio-electronic industry." Charges were brought under Part 4 of Art. 159 of the Criminal Code - fraud on an especially large scale.

Isaev was detained in September 2020. He pleaded guilty, in connection with which he initially received a suspended sentence. However, the prosecutor, who demanded a harsher punishment, appealed this court decision to the Moscow City Court of Appeal. As a result, Isaev canceled the decision on a suspended sentence and determined the punishment in the form of real imprisonment for a period of 5 years 6 months.[5]
