Biography
Ivan was born on September 15, 1958 in the village of Baranovo, Oryol Region.
1976: Service in the Armed Forces
In 1976-2004 served in various positions in the Armed Forces of the USSR and the Russian Federation.

2021: Detention on suspicion of taking a bribe of 31 million rubles
On March 22, 2021, the Basmanny Court of Moscow arrested for two months the governor of the Penza region, Ivan Belozertsev, who is accused of bribery.
According to the investigation, from January to September 2020, Belozertsev received bribes through intermediaries in the form of money and other values in the amount exceeding 31 million rubles from the head of the Biotek group of pharmaceutical companies Boris Shpigel, his wife and director of Pharmacy OJSC Anton Koloskov.
The UK said that the bribes were intended to provide the Biotek group of companies with competitive advantages when concluding state contracts related to the provision of services for acceptance, quality control and shelf life, storage, release and delivery of medicines for the needs of healthcare institutions of the Penza region.
Investigative actions also took place at the place of residence of the sons of the governor Alexander and Danila Belozertsev, as well as among officials of the government of the Penza region, a source in the TFR told RBC. About 300 million rubles, documents and electronic media were seized from the governor's house, the source added.
Two more detainees - Deputy Director of the Representative Office of the Government of the Penza Region under the Government of Russia Fedor Fedotov and the driver of the Representative Office Gennady Markov. The investigation will petition for the arrest of the defendants.
According to RIA Novosti, depending on the role of each, they are charged with committing crimes under Part 5 of Art. 291, part 6 of Art. 290, Art. 291.1 of the Criminal Code of the Russian Federation (giving a bribe, receiving a bribe, mediation in bribery).
According to Kommersant, in the Belozertsev case, the investigation is not going to stop only on kickbacks from suppliers of medicines. A source close to the TFR told the publication that it was decided to check literally all the financial and economic activities of the head of the region since 2015.[1][2][3]

Sentence - 12 years in prison for bribes
On January 25, 2024, the Izmailovsky Court of Moscow sentenced the former governor of the Penza Region, Ivan Belozertsev, to 12 years in prison, finding him guilty of taking bribes (part 6 of article 290 of the Criminal Code of the Russian Federation), as well as illegal possession of weapons (article 222 of the Criminal Code of the Russian Federation). In addition, after his release, the ex-official is prohibited from holding public office for ten years.
According to the press service of the Prosecutor General's Office, the court established that from June 2019 to September 2020, the chairman of the board of directors of Biotek LLC and the actual head of Pharmacia OJSC Boris Shpigel (sentenced to 11 years in prison), his wife is the founder of these organizations Evgenia Spiegel (sentenced to 8.5 years in a general regime colony), as well as General Director of OJSC Pharmacy Anton Koloskov (received 8.5 years in prison), acting through intermediaries Fedotov and Markov, handed over to the governor of the Penza region Belozertsev a bribe in the form of money, other property and the provision of services totaling more than 30 million rubles. In addition to money, the head of the region received bribes in the form of a Mercedes Benz V250D 4 MATIC car worth more than five million rubles, formally leased by Biotek LLC, and a wristwatch worth at least 5 million rubles.
In addition, as established by the investigation, Belozertsev, no later than March 20, 2021, in an unidentified place, illegally acquired a Makarov pistol and 96 rounds of ammunition for it, which he kept in the dressing room of his office until the moment he was seized during the search.
In January 2024, the Oktyabrsky District Court of Penza transferred to a closed regime the consideration of the claim of the Prosecutor General's Office to recover from Belozertsev, Shpigel, their accomplices and several firms a total of 9.9 billion rubles in state revenue.[4]
Recovery of 8.2 billion rubles in favor of the state
Convicted in the bribery case, the founder of the pharmaceutical group Bioenergy industry"" Boris Spiegel, the ex-governor Penza region Ivan Belozertsev and their accomplices are obliged to provide 8.16 billion rubles to the state.
