2025: Sentence - 13 years in prison for embezzlement of ₽4 billion

The Moscow City Court sentenced former Deputy Defense Minister Timur Ivanov to 13 years in prison in a general regime colony. The court found him guilty of embezzlement on an especially large scale and legalization of criminal proceeds on two episodes. The verdict was announced in early July 2025.

According to RBC, judge Sergei Podoprigorov ruled in open mode, although the main proceedings were conducted behind closed doors due to the presence of state secrets in the case file. The ex-official was also deprived of the title of Honored Builder of the Russian Federation and a fine of ₽100 million was imposed.

Former subordinate of Ivanov, the ex-head of Oboronlogistika, Anton Filatov, received 12.5 years in a general regime colony. The court satisfied the claims of the Main Directorate for the Arrangement of Troops for ₽216 million and the Deposit Insurance Agency for ₽3,9 billion.

According to the investigation, both crimes were committed in 2015, when Timur Ivanov held the position of general director of the company subordinate to the Ministry of Defense - Oboronstroy JSC, and Anton Filatov was the director of its subsidiary, Oboronlogistika LLC.

According to the investigation, in April 2015, Oboronstroy, through affiliated structures, had to urgently purchase two ferries in Greece to ensure the crossing of the Kerch Strait. Western sanctions after the annexation of Crimea blocked direct purchases of foreign equipment with Russian funds. Due to sanctions, the deal was carried out through a scheme involving Hong Kong-based Tourinvest Services Limited, which acquired ferries for €12.41 million. Later, Oboronlogistika bought them at the same price, but after a significant increase in the euro. The difference was assigned through dummy services and currency transactions. JSC Oboronstroy suffered damage estimated at 216.6 million rubles.

The second criminal case is related to the withdrawal of 3.9 billion rubles from Interkommerts Bank, which acted as a source of intermediate financing for the purchase of ferries. As RBC writes with reference to the indictment announced in court, in January 2015, members of an organized group, including Timur Ivanov, carried out fictitious transactions for the sale and purchase of foreign currency and transferred funds abroad under the guise of purchasing equipment through foreign organizations controlled by them.

The court decided to confiscate the property of Timur Ivanov in the amount of over ₽2,5 billion. The list includes land plots on Rublevskoye Shosse, cars and cash in bank accounts. The seizure of this property was imposed even before the start of the trial as an interim measure.

The case began in March 2025 and lasted a little over three months. At a meeting on June 23, representatives of the prosecutor's office demanded 14.5 years in prison for 49-year-old Ivanov, and 14 years for Filatov.[1]
