Biography
Born September 27, 1957 in the village of Paniki, Saraevsky District, Ryazan Region, Russia.
Education
1981 - graduated from the Law Faculty of Moscow State University named after M.V. Lomonosov.
1984 - graduated from graduate school of Moscow State University named after M.V. Lomonosov.
Scientific degree
Ph.D. in Law, Associate Professor.
The topic of the dissertation: "Grounds for the use of procedural coercion measures[1].
Career
1974-1976 - taught German language and geography at the Max Eight-Year School (the village of Maxy, Saraevsky District, Ryazan Region).
1985-1994 - Worked at the Moscow State Law Academy as an assistant, senior lecturer, deputy dean, dean.
1994-1997 - worked in the apparatus of the Committee of the State Duma of the Russian Federation on legislation and judicial reform and the Legal Department of the State Duma.
1998-2002 - worked in the Apparatus of the Government of the Russian Federation as the head of the department, deputy head of the Department for Relations with the Federal Assembly, public organizations and religious associations.
He took an active part in organizing and improving the legislative activities of the Government of the Russian Federation as a whole, organizing and regulating the work of the Commission of the Government of the Russian Federation on legislative activities, plenipotentiary representatives of the Government of the Russian Federation in the Federal Assembly and the Constitutional Court. For the first time, the main requirements for the concept and development of draft federal laws were established[2]
2002-2007 - served as head of the Legal Department of the State Duma of the Russian Federation.
He took an active part in the development of the Federal Constitutional Law "On the Judicial System of the Russian Federation," federal laws "On the Prosecutor's Office of the Russian Federation" and "On Military Courts of the Russian Federation," as well as other laws bringing Russian legislation on the judicial system and judicial procedure in accordance with the Constitution of the Russian Federation of 1993.
2007 - was elected to the State Duma of the fifth convocation as part of the federal list of candidates nominated by the All-Russian political party United Russia.
December 24, 2007 - at the first meeting of the State Duma of the Russian Federation of the fifth convocation, he was elected chairman of the State Duma Committee on Culture.
As Chairman of the Committee on Culture, he prepared more than 25 bills promoting the organization and development of State social and cultural policies.
October 25, 2011 - appointed to the post of Deputy Minister of Culture of the Russian Federation.
Coordinates the work of the Federal Archive Agency, as well as directly coordinates and monitors:
- activities of the Legal and Regulatory Department;
- activities of the Department of Science and Education[3].
In mid-February 2022, Grigory Ivliev left the post of head of Rospatent.
Social and political activity
October 19, 2012 - took part in a joint meeting of the Commission on Theater Education, Science, Economics and the Organization of the Theater of the STD of the Russian Federation and the Council of the Educational and Methodological Association (UMO) of higher educational institutions of the Russian Federation on education in the field of theater arts[4].
Member of the scientific editorial board of the Internet project "Constitution of Russia"[5].
Member of the Board of trustees of the Moscow conservatory[6].
Member of the Expert Advisory Council on the Preservation, Use, Popularization and State Protection of Objects of Cultural Heritage of the Peoples of the Russian Federation[7].

The author of more than 50 scientific papers, including:
- "The Constitution of Russia and the development of culture";
- "Library system as an information and cultural basis for the innovative development of Russia";
- "Improvement of legislation on the protection of cultural heritage objects (monuments of history and culture) of the peoples of the Russian Federation";
- "Copyright in libraries: action in practice";
- "Spiritual Unity and Diversity";
- "Cultural traditions and lessons from the crisis";
- "Current legal issues in the field of culture" and others.
The author of more than 20 scientific papers, mainly on the judicial system and criminal proceedings, co-author of the textbook "Criminal Procedure Law of the Russian Federation" (edited by P.A. Lupinskaya), reprinted for more than 10 years. Edited by Grigory Ivliev, the first "Commentary on the GPK of the Russian Federation" was published.
