Julia Shvakova was born on October 23, 1975 in Saratov.
Education
In 1997, she graduated from the Saratov State Academy of Economics with a degree in Finance and Credit. In 2016, advanced training was held at the RANEPA under the President of the Russian Federation under the programs "Management Skills: Development of Regional Teams" and "Management Skills: Improving Business Conditions in the Region." He has a Ph.D. in Sociological Sciences.
Career
1997-2022
In 1997-2000, Shvakova held various positions in the Ministry of Trade of the Saratov Region, after which she moved to the Ministry of Economic Development and Trade of the same region, where she worked until 2007. Then, until 2011, she acted in the government of the Saratov region. In 2011-2016, she held the positions of Deputy Minister of Economic Development and Trade, as well as First Deputy Minister of Economic Development and Investment Policy of the Saratov Region. October 21, 2016 appointed to the post of Minister of Economic Development of the Saratov Region. In 2021-2022 she worked in the Federal State Statistics Service. In 2022, she was appointed Deputy Prime Minister of the Ryazan Region.
2025: Appointment as the curator of digitalization in the government of the Ryazan region
On February 27, 2025, the government of the Ryazan region announced the appointment of a new deputy head who will oversee the work of the regional Ministry of Digital Development, Information Technologies and Communications. These duties were transferred to Yulia Shvakova from Artem Nikitin, who was detained at the end of February 2025 on charges of taking a bribe.
Shvakova oversees the activities of the Ministry of Property and Land Relations, the Ministry of Economic Development and the main department of the Regional Energy Commission of the Ryazan Region. He deals, among other things, with issues of industrial, scientific, technical and innovative policy.[1]
