Biography

In 1991 graduated from Military institute of government communication, in 2001 - the St. Petersburg military university of communication.

From 1991 to 2005 held different positions in the Federal Agency of Government Communications and Information under the President of the Russian Federation (FAGCI).

2005-2019: Work in Federal Guard Service

From 2005 to 2019 worked at different positions in Federal Guard Service of the Russian Federation (FSO of Russia). In particular was engaged in preparation and holding the international sports forum "Russia — the Sports Power". Consisted in the organizing committee on preparation and holding the Universiade-2019 in Krasnoyarsk.

In 2018-2019 the FSO actively expanded the powers in the field of economy, including digital:

  • The FSO became responsible for monitoring of performance of May Decrees and achievement of key indicators;

  • department conducted and published surveys of entrepreneurs, finding out pressing problems;

  • The FSO was appointed responsible for fight against cyber attacks;

  • department together with FSB and the Ministry of Telecom and Mass Communications became responsible for creation of a single digital platform of ensuring activity of the president, prime minister, parliament and Federation Council worth 1.8 billion rubles;

  • The FSO selected 1.4 billion tubly for development of the state segment of the Internet – Rsnet;

  • the command center networks which is engaged in creation of "the sovereign Internet" in November, 2019 headed the former employee of the FSO.

2020: Head of the Russian Government Analytical Centre

Konstantin Kalinin is appointed the new head of the Russian Government Analytical Centre. About it is declared at the disposal of the Government of the Russian Federation, published on its official site on January 28, 2020.

Vladislav Onishchenko is dismissed the head of the center, it appears at other order of the government which is also published on its website on January 28, 2020. As told TAdviser in the center, Vladislav Onishchenko held a post of the first deputy its head.

The Russian Government Analytical Centre is engaged in operational information and analytical maintenance and expert support of activities of the government for the main issues of social and economic development of the country.

Since 2017 the center is project office on program implementation "Digital economy of the Russian Federation". Its areas of responsibility include coordination of creation of an information system of electronic interaction of participants of program implementation and also its organizational and methodological maintenance.
