Biography
Mikhail Klimenko was born in Vladimir 1972.
1998-2004
He began his career in 1998 as a teacher at VlSU.
In 2002 he defended his thesis on "Improving the quality of castings for gas engineering purposes by automated control of technology parameters[1].
Since 2004, he worked in various positions in the Department of Agriculture and Food, where he began as the chief expert specialist. Then he worked in the committee of informatization, communications and telecommunications of the administration of the Vladimir region: he headed the department of technical information protection.
2019
In March 2019, the Administration of the Vladimir Region announced the appointment of Mikhail Klimenko to the post of chairman of the committee for informatization, communications and telecommunications of the regional administration.
As chairman of the committee, Klimenko was replaced by Andrei Klementyev, who left the administration in early February 2019 by agreement of the parties. The personnel reshuffle was preceded by the appointment of the new governor of the Vladimir region - Vladimir Sipyagin - in September 2018. In an interview with the local Zebra TV media, Klementyev said that he was offered to terminate the labor contract on behalf of the new governor[2]
2020
Since November 9, 2020, Sergei Orlov has been appointed Director of the Department of Digital Development of the Vladimir Region, formed in the fall of 2019 on the basis of the regional committee for informatization, communications and telecommunications. Mikhail Klimenko, who had previously served as the head of this department, continued to work in it as deputy director.
2023: Sentence - suspended sentence for accepting unfinished digital platform
At the end of August 2023, the former chairman of the committee for informatization, communications and telecommunications of the Vladimir region, Mikhail Klimenko, was sentenced in a criminal case on official forgery (part 2 of article 292 of the Criminal Code of the Republic of Russia). This was reported by the press service of the regional investigation department of the TFR.
The investigation and the court established that in October 2019, between the administration of the Vladimir region and the commercial organization that won the open competition, a state contract was signed for the provision of services for the creation of a complex of software of regional significance ("Digital Platform of the Vladimir Region"). In December 2019, Mikhail Klimenko, being simultaneously the chairman of the commission for the acceptance of these services, signed documents on the implementation of the state contract in full, knowingly knowing that the digital platform has not been finalized and does not meet the established requirements, the Investigative Directorate of the Investigative Committee of the Russian Federation in the Vladimir Region said.
By a court verdict, the former ICT Minister of the Vladimir Region was sentenced to imprisonment for a term of 1.5 years conditionally with deprivation of the right to hold positions in the public service for a term of 1 year.
According to the publication "Garlic," the inefficiency of spending funds on the digital platform was discovered by the Accounts Chamber of the Vladimir Region. The agency revealed that almost 40 million budget rubles for the digital platform were "used inefficiently, the terms of the contract were not fulfilled, the purpose of the purchase was not achieved."
The portal also recalls the words of the Deputy Governor of the Vladimir Region Arkady Botsan-Kharchenko, who in 2019 said that the digital platform will ensure the transfer of the entire public administration system to the network at the regional level, and will significantly reduce transaction costs. As a result, the effectiveness of the activities of authorities at all levels, the availability and effectiveness of services of any level for residents, enterprises and organizations of all forms of ownership will increase, he said.[3]
