1988

VVVAIU

In 1988 graduated from the Voronezh highest military aviation engineering college (since 2012 - Military and air academy of Zhukovsky and Gagarin (VUNTs Air Force "VVA")).

SVVAUL

From August, 1988 to December, 1999 served at positions of staffing of the Syzran aviation school of pilots separate of the mobile mechanized crew, rescue center of Emercom of Russia.

2000: Emercom of Russia across the Voronezh region

From August, 2000 to December, 2003 - the head of department for GOChS of Zheleznodorozhny district Voronezh - the deputy chief of civil defense in the city of Voronezh.

From December, 2003 to January, 2005 - the assistant to the chief of Head department (on the organization of a security service of military and internal service).

From January, 2005 to January, 2008 - the head of department of the personnel, educational work, professional training and psychological providing.

From January, 2008 to May, 2010 - the first deputy chief of General Directorate of Ministry of Emergency Situations of Russia across the Voronezh region.

In 2009 and 2012 completed professional development course in Academy of civil protection.

2016: Emercom of Russia

From April, 2016 to August, 2017 - the first deputy chief of the Central regional center Emercom of Russia. During the specified period fulfilled duties on a position of the chief of the Central regional center.

Since August, 2017 - the director of the department of the HR policy of Emercom of Russia.

Since August, 2018 - fulfills duties on a position of the Deputy Minister of Emergency Situations of the Russian Federation.

On May 1, 2019 the decree of the Russian President it was appointed the deputy minister - the chief state inspector of the Russian Federation on fire supervision of Emercom of Russia.

On November 4, 2019 it was appointed the Deputy Minister of Emergency Situations of the Russian Federation - the chief state fire supervision inspector of the Russian Federation.

2019: ACTING governor of the Irkutsk region

On December 12, 2019 Vladimir Putin appointed Igor Kobzev the acting as the governor of the Irkutsk region. Released Sergey Levchenko who resigned at own will from this duty [1].

1995 - participation in armed conflict in the territory of the Chechen Republic as a part of Territorial Department of Emercom of Russia.

2008 - participation in the organization of sending a column with humanitarian aid on the territory of the Republic of South Ossetia as a result of the Georgian-South Ossetia conflict.

2009 - the leadership in liquidation of the major technogenic fire in the production body of Yantar Ltd, with threat of distribution of ammonia on the residential sector Voronezh).

The leadership in mitigation of consequences of explosion owing to the fire in a warehouse of pyrotechnic products on Krasnoznamennaya St. Voronezh).

The management unique rescue operation on rescue of the pilot of the two-seat single-engine airplane which crashed and hung up on a transmission line (Repyevsky district of the Voronezh region).

2010 - the leadership in liquidation of the emergency connected with snow jams on the federal highway M "Don" (Voronezh region); the leadership in mitigation of consequences of the major natural fire in the territory of the Voronezh region.

2011 - participation in mitigation of consequences of air crash of AH-148 with representatives of foreign citizens onboard (Belgorod region).

2012 - the leadership in operation on rescue of people and mitigation of consequences of emergency at explosion of capacity with a liquefied gas (Novousmansky district).

2013 - the leadership in mitigation of consequences of a spring flood in the territory of the Ramonsky, Semiluki, Novousmansky municipal district and the urban district Voronezh; as a part of task force of Emercom of Russia participated in mitigation of consequences of a flood in the territory of the Far East.

2014 - the leadership in operation on refugee intake from Ukraine in the territory of the Voronezh region.

2015 - the leadership in operation on rescue of people and mitigation of consequences of emergency at depressurization and emission of ammonia in Ternovsky district of the Voronezh region.

2016 - the leadership in mitigation of consequences of crash of the Mi-8 helicopter in the territory of the Moscow region.

2016 - the leadership in operation on mitigation of consequences of explosions of household gas in apartment houses in the cities Ryazan Yaroslavl Ivanovo, the Moscow region and Udmurt Republic; the leadership in operation on carrying out emergency recovery operations and search of the gone people in the territory of furniture factory "Modern" in the Moscow region;

2017 - the leadership in operation on carrying out emergency recovery operations and mitigation of consequences of passing of the adverse weather phenomena which were expressed by loss of a sleet in the Moscow region.

2018 - participation in mitigation of consequences of crash of the AH-148 airplane in the territory of the Moscow region; in actions for warning of emergency when holding the FIFA World Cup.
